Many cadres and Party members still violate traffic safety
(Baonghean) - Recently, the spirit of Directive No. 18 - CT/TW dated September 4, 2012 of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety has been widely disseminated among cadres and party members, contributing to restoring traffic order and safety in the whole province, reducing traffic accidents.

Nghe An is a province that has been assessed to have a reduced traffic accident rate in all three criteria over the past 12 years. In 2015, there were 316 accidents, killing 207 people and injuring 240 people. Compared to the same period in 2014, there were 3 fewer accidents, 8 fewer deaths, and 15 fewer injuries. To achieve this result, each force unit and political organization had drastic and synchronous measures.

Being evaluated as a unit with high achievements in receiving, implementing and carrying out Directive 18 of the Secretariat, Traffic Police Team 146 has had effective implementation methods in carrying out its tasks. According to comrade Le Anh Hao - Party cell secretary - Team leader of Traffic Police Team 146 - Provincial Traffic Police Department: "Carrying out the task of ensuring traffic safety is our regular task, but when we accepted the spirit of the Directive, we received more coordination from political and social organizations and ensuring traffic safety is no longer the task of the Traffic Police but of the entire political system".
For the Provincial Traffic Police Department, implementing the contents of Directive 18 of the Central Secretariat is a regular task. Since receiving the spirit of Directive 12 of the Provincial Party Committee (from the direction of Directive 18 of the Central Secretariat), the Party members of the entire Party Committee of the Traffic Police Department - Provincial Public Security have been thoroughly informed of many implementation methods to strengthen urgent solutions to ensure traffic order and safety in the province.
In the past year alone, the department has launched 6 peak periods to ensure traffic safety and many plans to patrol, control, and handle traffic safety violations by topic; maintaining the operation of special working groups including traffic police, mobile police, and police investigating crimes related to social order. In 3 years, 71,245 traffic patrols and controls have been organized. Through patrolling, controlling, and ensuring traffic safety and order, 1,781 cases and 2,019 criminals and law violators have been discovered and arrested.
Dissemination and education of traffic safety laws and building a “Traffic Culture” are important criteria of the campaign “All people unite to build a cultural life in residential areas”. At the same time, compliance with traffic safety laws is identified as a criterion for assessing the quality of grassroots party organizations, cadres and party members.
Many localities and units have considered the directive as a "key" and a "stick" in carrying out their duties and responsibilities. A typical example is Vinh City, which is considered to have many good and drastic methods in leadership and direction to ensure traffic safety and order. Mr. Tran Trung Quan - Specialist of the Vinh City Urban Order Department said: "For the past 3 years, the situation of traffic safety and order violations in the area has decreased significantly thanks to the drastic leadership of the city's leaders. From resolutely clearing the situation of encroachment on sidewalks and roads, typically returning a clean corridor to the campus in front of the city hospital, to removing illegal awnings and billboards on streets such as Tran Phu, Le Hong Phong, Nguyen Thi Minh Khai...".

Mr. Quan also added that in recent years, the city has opened 9 turns before intersections to avoid traffic jams. At the same time, it has increased the dissemination of inspection and supervision of urban regulation teams from ward and commune levels. From there, it is required that ward and commune regulation teams closely perform their tasks as required. If any area has households violating traffic safety corridors, the local leaders must take responsibility.
Difficult to reduce 10% of traffic accidents
In order to effectively implement the directive, the Provincial Traffic Safety Committee has strengthened the direction of vehicle management, vehicle drivers and transport activities. Accordingly, the committee has requested functional agencies to strictly direct the implementation of vehicle quality inspection supervision activities using automatic camera systems for people to directly monitor and follow. The Standing Committee of the Provincial Traffic Safety Committee has also coordinated with localities to focus on reviewing and re-establishing plans to handle black spots and potential traffic accident spots to ensure traffic infrastructure in Vinh city.
Mr. Vo Minh Duc - Chief of Office of the Provincial Traffic Safety Committee said: "In addition to basic solutions to reduce traffic accidents and ensure traffic safety, the Provincial Traffic Safety Committee has established an interdisciplinary team to inspect 24 enterprises, promptly detect and direct units to overcome, ensuring transportation business activities according to the provisions of law. However, the situation of traffic congestion due to private transport enterprises stopping and parking to pick up and drop off passengers in violation of regulations still occurs. If they do not stop to pick up and drop off, they move to pick up and drop off passengers. Thus, according to regulations, it is not a violation, but such activities cause traffic congestion, especially for hot spots such as in front of bus stations, along Le Loi, Quang Trung streets... or stops and parking points on National Highways 1, 46, 48..." |
Traffic insecurity and violations of traffic safety laws are still common. Traffic accidents have decreased but are not sustainable, and some serious incidents still occur. There are still 8 localities where the number of cases, deaths and injuries due to traffic accidents has increased compared to the same period each year. There are still many officials and party members who violate the law.
According to Mr. Vo Minh Duc, there are both objective and subjective reasons. Firstly, the leadership and direction of the Party Committees and authorities of some units and localities in ensuring traffic safety is sometimes not drastic. State management of traffic safety still has some shortcomings, especially in passenger transport management. Secondly, an important factor that significantly affects the work of ensuring traffic safety is that some localities have not paid attention to directing the activities of the commune-level police force to participate in patrolling, controlling and handling violations, so in some places and at some times, the area has not been closed.
In order for Directive 18 to truly come into effect in the coming time, what the functional sectors and local authorities are concerned about is the need to step up propaganda work, contributing to raising people's awareness of voluntarily complying with traffic safety laws. In addition, each force needs to further strengthen the inspection and supervision of the performance of duties by officers and soldiers of their units.
