(Baonghean) - Although the province has always directed the work of ensuring traffic safety strongly, when it comes to implementation, the district and commune levels and some functional departments and branches have not yet fully fulfilled their responsibilities, and have even been lax, leading to traffic safety violations occurring everywhere, and tragic traffic accidents still occurring.

Many directives but accidents are still high

In recent times, the work of ensuring traffic order and safety has always been resolutely directed by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee with many Directives, Resolutions, Plans, and Official Dispatches, such as Directive 12/CT-TU of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in ensuring traffic order and safety; Resolution No. 56 of the People's Council on a number of solutions to resolve violations of traffic safety corridors and sidewalks in the province by 2020.

In 2017 alone, the Provincial People's Committee issued 7 plans, 9 decisions and 5 dispatches along with many documents directing all aspects of ensuring traffic order and safety, defining specific tasks for all levels, sectors, social organizations and related individuals.

However, the traffic accident situation in the province is still complicated, the number of cases and deaths due to traffic accidents is still high. Many localities have had consecutive catastrophic traffic accidents. For example, in Thanh Chuong district, compared to 2016, the number of accidents and deaths in the area in 2017 increased dramatically (23 more cases, 16 more deaths).

Senior Lieutenant Duong Dinh Thuy - Head of the Traffic Police Team of Thanh Chuong District Police said: "Through investigation and analysis of accidents, it is found that the main cause is still the awareness of traffic participants. In addition, the national highway system, provincial roads and inter-district, inter-commune and inter-village roads in recent years have received investment in upgrading, maintenance and repair, making it easier for vehicles to travel at high speeds, but many intersections are obstructed from view and have not been cleared yet."

According to the statistics of the Traffic Police Department of the Provincial Police, from November 16, 2016 to November 15, 2017, in Nghe An province, there were 307 traffic accidents, killing 199 people, injuring 228 people, and damaging 196 cars and 248 motorbikes.

Not only in Thanh Chuong district, in 2017, other districts such as Nghi Loc, Quy Hop, all increased in the number of accidents, deaths and injuries. For example, in Quy Hop and Nghia Dan districts, there were 3 more deaths, Nghi Loc, Quynh Luu... increased by 2 deaths. Accidents occurred frequently not only on familiar routes such as National Highway 48B, National Highway 46, Ho Chi Minh Road... but also on newly opened routes such as N5 road running through Do Luong and Nghi Loc districts.

It is easy to see that, in addition to the limited awareness of traffic participants, the situation of encroachment and re-encroachment of sidewalks and traffic safety corridors is still widespread in districts, cities and towns; the state management of traffic order and safety still has some shortcomings, especially in the management of passenger and cargo transport activities, leading to the situation of illegal vehicles, illegal bus stations, and oversized and overloaded vehicles operating openly, contributing to the increase in traffic accidents.

Clarify the responsibilities of the leader

Mr. Vo Minh Duc - Chief of Office of the Provincial Traffic Safety Committee said that recently, the province has strongly directed the work of ensuring traffic safety, from issuing documents to establishing inspection teams for traffic safety work, but there is still a situation where many localities are lax and have not fulfilled their responsibilities, especially the Chairmen of the People's Committees at the commune and ward levels have not really taken part.

The reason is that the roles and responsibilities of leaders of some localities and units have not paid due attention to ensuring traffic order and safety, have not really considered this a key political task, and have not actively coordinated in implementing solutions to ensure traffic order and safety.

According to the reporter's investigation, in many localities, the work of clearing traffic safety corridors is still carried out in a movement style, launched in batches, but there is a situation of "kidnapping and abandoning the plate" because the local authorities in that area have not fulfilled their responsibilities, and even the officers performing the task are "indulgent" towards violators.

Therefore, the situation of re-encroachment on traffic corridors continues to occur in some localities but has not been completely handled such as: Vinh City, Hung Nguyen, Nam Dan, Thanh Chuong, Quynh Luu, Do Luong, Con Cuong...

In addition, the authorities have not patrolled regularly and have not dealt with the violations resolutely, so violations of traffic safety order still occur frequently but have not been handled promptly. In some cases, bus and truck drivers even said that they had to "make rules" with the authorities to ignore the violations, otherwise they would be punished immediately!

According to Mr. Vo Minh Duc, the issue of handling oversized and overloaded vehicles, although being implemented vigorously, is not very effective. Previously, when there was an interdisciplinary team between the Inspectorate and the Traffic Police, the handling of oversized and overloaded vehicles achieved very good results, but after being separated, the effectiveness was much worse.

Along with that is the indifference of the people towards violators. For example, the province directed the local government to widely announce the hotline, asking people to report when they discover illegal vehicles, oversized and overloaded vehicles avoiding the checkpoint, but the effectiveness is not high.

In addition, there are cases where bus companies intentionally avoid patrol and control stations... Thus, it can be seen that the coordination between functional forces, between local authorities and functional forces has not been as expected.

Quickly issue regulations on handling responsibilities for heads of agencies, organizations, units, localities, cadres, civil servants, public employees and related responsible persons in the work of clearing violations of traffic safety corridors.

Carry out the assignment and assignment of tasks to wards, communes, blocks, and hamlets to monitor, manage, and implement regularly and continuously to prevent the re-encroachment of traffic safety corridors after clearance. Strengthen state management of business and business conditions for automobile transportation, especially passenger cars and heavy trucks according to the provisions of Decree 86/2014/ND-CP of the Government, to minimize traffic accidents occurring in the province.
