Many computers from famous brands, even mobile phones in circulation on the market, are pre-installed with spyware and malware.

This is one of the main problems that was just mentioned at the January 2016 State Management Conference of the Ministry of Information and Communications this morning, February 1, when it threatened the safety, information security and personal information of Vietnamese users.

Recently, public opinion has been stirred up by the fact that many Lenovo computers sold in Vietnam have pre-installed LSE software, "having all the characteristics of a tracking software". Previously, a domestic enterprise, VinaMob, was discovered to have pre-installed software that automatically sends messages to foreign switchboards on many Chinese phones circulating on the market, causing users to be "pickpocketed" without knowing. It is worth mentioning that these are not isolated cases, appearing for the first time.

"Management and media agencies need to warn people about this phenomenon so that they can proactively prevent and stop it. Invisibly, phones with malware and spyware installed can become tools to spread spam messages, in addition to the obvious threat to information security," Minister Nguyen Bac Son emphasized.

In addition, the buying and selling of phone numbers and personal information of users online is still common. When the Law on Information Security officially comes into effect, the management agency will develop sanctions to control and severely punish such acts.

Ensuring information security is one of the prerequisites and foundations to ensure the successful implementation of e-Government - a key and strategic task of the Ministry of Information and Communications in 2016.

After reporting to the Government on the results of the pilot service outsourcing mechanism after one year of implementation, the Ministry will have specific solutions and mechanisms to encourage and promote service outsourcing activities in state agencies; Focus on coordinating with ministries, branches and localities to increase the use of electronic documents and implement the National Program on IT application. In addition, another important task is to continue implementing the Project on training human resources for information safety and security until 2020.
