Some good and innovative practices in Quy Hop district.

Hop Thanh hamlet, Tam Hop commune (Quy Hop district), has only 62 households with 224 residents. Due to the small population and the fact that some laborers work outside the area, the Hop Thanh hamlet Party branch has not been able to recruit new members for over 10 years, making it one of the two units in Quy Hop district at risk of no longer having a Party branch by 2021.

In response to this situation, the Tam Hop Commune Party Committee reinforced the Party branch with two Party members who were also members of the Commune Party Committee's Executive Board. These members directly supervised, propagated, mobilized, and nurtured potential Party members.

According to Comrade Vu Quang Minh, Secretary of the Party Committee of Tam Hop Commune: The Party Committee focuses on political and ideological work, promoting the exemplary role and honoring Party members, spreading pride among each Party member and their family members. At the same time, it enhances the capacity of the Party organization and elevates the position of Party members within the political system with the view that: Those participating in activities in the hamlet must first and foremost be Party members. Thanks to this, the Hop Thanh Hamlet Party Branch has admitted two new Party members. Currently, the branch is preparing the application for admitting one more outstanding individual into the Party.

The solution to strengthening grassroots Party organizations in Van Loi commune (Quy Hop district) is to focus on training and improving the professional and political qualifications of cadres and Party members. The commune has 17 out of 19 cadres and civil servants with university degrees and intermediate-level political training. The commune Party committee clearly assigns responsibilities to cadres on a weekly, monthly, and quarterly basis, with rigorous checks and evaluations of completion. The locality maintains a monthly ideological meeting on the first day of each month, involving all cadres, civil servants, and commune employees, as well as the commune secretary and village heads; through this, the quality of leadership, the performance of professional duties, strengths and weaknesses are assessed, along with directions and solutions for improvement for each organization and individual.

The Party Committee of Van Loi commune also prioritizes improving the leadership capacity and decisive direction of the Party branches based on clearly defining the overall tasks for each branch, linked to specific tasks that each branch needs to complete monthly; assigning members of the Standing Committee and Executive Committee of the commune Party Committee to participate in activities with the Party branches to both provide guidance and identify difficulties for resolution. According to Comrade Truong Van Thi, Deputy Secretary of the Standing Committee of the Van Loi Commune Party Committee, this approach clearly assesses and reviews the leadership capacity of each Party branch through each task and movement, while also creating motivation for emulation and spreading the movement among the Party branches. As a result of this spread, three hamlets have achieved the new rural standard; and the political system in Van Loi commune has met the new rural standard criteria.

The Quy Hop District Party Committee has 52 grassroots Party organizations and 371 branches directly under these grassroots Party committees. To consolidate and build strong grassroots Party organizations, over the years, the Quy Hop District Party Committee has implemented many comprehensive solutions, including strengthening Party membership development, coupled with strengthening the Party's leadership role in organizations, especially at the block, hamlet, and village levels. This is achieved through appointing nearly 95% of block, hamlet, and village heads as Party members and 100% of block, hamlet, and village heads as Party members.

Comrade Tran Thi Thuy Nga - Head of the Organization Department of the Quy Hop District Party Committee shared: Along with focusing on training and fostering cadres according to job titles and positions, ensuring that cadres have sufficient qualifications and capabilities to successfully complete assigned tasks, the Quy Hop District Party Committee strengthens the management and supervision of cadres and Party members, conducting inspections when Party members show signs of violations and handling them according to regulations, contributing to raising awareness and deterring cadres and Party members. In 2023 alone, Party committees at all levels in the district disciplined 43 Party members, including 29 reprimands, 7 warnings, and 7 expulsions.

To build and strengthen grassroots Party organizations, the Nghi Loc District Party Committee issued a series of resolutions, directives, and projects to focus leadership and guidance, assigning responsibility to each Party committee and organization within the political system and to the relevant leaders to consolidate and improve the quality of the grassroots political system in communes and towns; to cultivate and develop Party members in rural areas; and to develop Party and mass organizations in non-state enterprises. The district focused on innovating and improving the quality of Party branch meetings according to Regulation No. 08 of the Provincial Party Standing Committee (now Regulation No. 27) and Resolution No. 03 of the District Party Committee; contributing to a positive shift in the leadership role of Party branches in performing professional tasks and developing Party members.

Comrade Dinh Thi Hanh, Deputy Head of the Organization Department of the Nghi Loc District Party Committee, said: "When collective discussions take place, leveraging the collective intelligence, many solutions are proposed, and the role of Party members in implementing the Party branch's policies and resolutions becomes more active and effective."

Party committees at all levels in Nghi Loc district are strengthening their efforts to understand the situation at the grassroots level, promptly resolving difficulties and obstacles in order to enhance the leadership capacity of the Party at the grassroots level.
