(Baonghean.vn) - Developing party members in the new period often encounters many difficulties. Therefore, this task is continuously being pondered by the Party Committees at all levels in Thanh Chuong, proposing effective solutions.
Specific solutions
Thanh Khai Commune is a unit that has not fulfilled its target of recruiting party members for many years; each year it recruits 3-4 party members, reaching 50-60% of the target assigned by Thanh Chuong District Party Committee. The main reason is lack of resources, because after finishing high school, most young people go to university or learn a trade, or work far away.
In practice, the development trend of society and labor migration cannot be changed and we cannot use the reason of resource difficulties to "give up" in the work of developing party members. From that awareness, on the basis of directing the implementation of thematic activities on "Current situation and solutions for developing party members" to all party cells; the party cells include this content in monthly activities, and at the same time organize them into separate thematic activities.
According to comrade Van Dinh Hieu - Secretary of Thanh Khai Commune Party Committee: "Through thematic activities, by focusing on collective intelligence, each Party cell discusses, debates, and assigns responsibilities to each Party Committee, Party member, and political organization in society. Many solutions and methods of resource creation are implemented by the Party cells."
Thanh Khai Commune Party Committee also assigned specific responsibilities to each organization and political group to innovate the content and methods of operation, creating many specific and practical movements, both improving and enhancing the quality of people's lives and promoting the implementation of local political tasks.
Through movements and activities to discover and introduce active masses for the Party Committee to train, consider and admit into the Party, with the target of each organization introducing at least 2 outstanding masses. In addition to organizing movements, the activities of the organizations are also linked to implementing the Party Committee's resolutions on developing Party members, discovering and introducing masses to the Party.
According to the Secretary of the Thanh Khai Commune Party Committee, by mobilizing the entire political system to participate in the work of training and developing Party members, awareness of the Party in society has been raised accordingly. This is an important factor to create resources and develop the Party more effectively. As a result, in 2023, the Thanh Khai Commune Party Committee admitted 8 Party members, completing 100% of the target of admitting new Party members after many years of failure.
In Thanh Xuan commune, the work of developing party members has specified the responsibilities of each comrade in the standing committee and the executive committee of the commune on the basis of establishing 3 working groups to directly work, direct and coordinate with the party cells to search for and foster sources of party members.
Every month, the Standing Committee of the Commune Party Committee holds a meeting to assess the source situation of each discovered and introduced Party cell to make a list, on that basis continue to direct propaganda, help and nurture outstanding masses to join the Party.
According to comrade Nguyen Khanh Thanh - Secretary of Thanh Xuan Commune Party Committee, the creative way to develop local Party members in 2023 is to attach the responsibility of each Party Committee member in propagating, mobilizing, and enlightening the spouses, children, siblings, and grandchildren in the family to strive to join the Party. By doing this, in 2023, 2 Party Committee members mobilized their spouses at the age of 45 and 54 to join the Party.
First year to complete congress target
Developing party members is one of the important targets, contributing to building a strong Party in terms of force and organization; however, in practice, this target poses many difficulties.
As evidence, for 3 consecutive years, the results of party membership admission in the area have not met the target set by the Resolution of the District Party Congress, term XXXI, 2020 - 2025. Specifically, in 2021, 197 party members were admitted and in 2022, 211 party members were admitted; while the target set by the congress was to admit 300 - 350 party members each year.
To overcome the difficulties and limitations of lack of resources and the lack of decisive leadership of some Party committees, in 2023, Thanh Chuong District Party Committee proposed specific solutions.
In addition to assigning Party development targets to each grassroots Party organization; the District Party Committee's Organizing Committee has advised the District Party Committee's Standing Committee to direct the organization of thematic activities on "Current situation and solutions for developing Party members" on a large scale, to each Party Committee at all levels. The District Party Committee's Standing Committee has organized many working sessions with Party Committees of communes, towns, and high schools in the district; worked with Party secretaries and deputy secretaries in communes with low Party member development targets; held quarterly meetings with Party secretaries and chairmen of People's Committees of communes and towns, urging the work of developing Party members.
Every month, based on reviewing and monitoring the work of developing party members, the District Party Committee's Organizing Committee issues documents urging units that have not performed well, and at the same time advises the District Party Committee's Standing Committee to direct the standing members, executive officers in charge, and grassroots steering groups on direction.
Comrade Nguyen Trong Anh - Member of the Standing Committee, Head of the Organization Committee of Thanh Chuong District Party Committee said: “The assessment and use of criteria for party member development to classify Party organizations and related individuals must be done seriously; at the same time, the content of party member development must be used to suggest criticism for leaders and executive committees of Party committees at units that have not performed well in previous years. That has had an impact, creating a more positive change in the work of developing party members in 2023, with the total number of party members admitted in the year being 314, reaching 104.6% compared to the congress target and the highest since the beginning of the 2020 - 2025 term.
Although the results of developing party members in 2023 in Thanh Chuong have improved a lot; however, compared to the target assigned by the province in the spirit of Resolution No. 21, dated June 16, 2022 of the Party Central Committee on "Strengthening the consolidation of building grassroots party organizations and improving the quality of party members in the new period", it has only reached 78.5% (equivalent to 314 party members admitted/400 targets assigned by the province). This is an issue that Thanh Chuong District Party Committee continues to worry about.
The Standing Committee of the District Party Committee continues to direct Party committees at all levels to organize specialized activities on Party member development, aiming to mobilize intelligence and creativity, and propose effective solutions in each grassroots Party organization on Party member development.
