Many violations at kindergartens feeding children boiled white vermicelli
(Baonghean.vn) - The People's Committee of Con Cuong district (Nghe An) concluded that Thach Ngan Kindergarten had many violations regarding finance and food safety and hygiene.
On May 4, Mr. Le Thanh An - Head of the Department of Education and Training of Con Cuong district (Nghe An), said that the district had just verified the results of the accusation related to Thach Ngan Kindergarten (Thach Ngan commune).
“According to this result, the principal’s violation is serious. In May, the Disciplinary Council will meet to decide on a form of punishment,” said Mr. An.

According to the verification results of the People's Committee of Con Cuong district, regarding the amount of socialized funds, this school has not publicly posted the settlement report of the mobilized funds and the implementation results with the organizations and individuals who contributed funds. In the 2015-2016 school year, it did not deposit more than 60 million VND into the deposit account at the Treasury and managed and used it in violation of the financial and accounting regulations on documents, accounting, and settlement.

For the 2016-2017 school year, each student at the central school had to pay 585,000 VND, including 90,000 VND for water and 495,000 VND for the teacher's salary. However, this amount was still over 76 million VND. After receiving comments from the Department of Education and Training, the school has returned to parents over 16 million VND for electricity at retail locations in this balance. The remaining 60 million VND, according to verification results, was spent by the school for the wrong purpose.
“These expenses have not been approved by the Parents’ Association, which is against the principle,” the conclusion of the People’s Committee of Con Cuong district stated. In addition, the school’s collection of money far exceeds the actual expenditure, which is also against the principle of collecting enough to cover expenses in the official dispatch issued by the Nghe An Department of Education and Training.

- In particular, regarding the issue of parents accusing the school of cutting down on students' food rations because the school collects about 2.8 million VND per day for meals but only buys half of it, the verification results show that this accusation is false. Because, the plaintiff's reflection is based only on data from a food supplier, Ms. Nguyen Thi Tam.
- Through verification, the school bought food from 4 other households. In the 2016-2017 school year, Thach Ngan Kindergarten imported food from Ms. Tam for more than 163 million VND, while these households provided food worth more than 270 million VND.
However, the People's Committee of Con Cuong district also determined that this school had taken additional food without a food safety certificate, which was a violation of food safety regulations in boarding schools. In addition, the results of the 4-year inspection showed that the remaining food money was more than 5.2 million VND.

Regarding the handling measures, the People's Committee of Con Cuong district assigned Ms. Le Thi Hanh - Principal of Thach Ngan Kindergarten to deposit into the deposit account at the State Treasury the socialized amount of more than 60 million VND collected in the 2015 - 2016 school year. In addition, the remaining socialized amount in the 2016 - 2017 school year of nearly 30 million VND will be transferred to the 2017 - 2018 school year. Con Cuong district also requested the school to return more than 76 million VND to parents because of improper collection and spending....
Faced with these violations, Mr. Vi Van Son - Chairman of the People's Committee of Con Cuong district, said that the district will "handle seriously, according to regulations, the right person, the right crime".
Previously, in November 2017, a parent went to Thach Ngan Kindergarten and saw that the children's meals there were "too modest", so he used his phone to take pictures. This person then printed the photos to question the school's leaders, and shared them on social media. "This is what Thach Ngan Kindergarten feeds the children. The main meal is only boiled noodles, no meat, but every day parents pay 15,000 VND for meals", the Facebook post stated.
After being posted, the photos immediately received hundreds of shares from parents. Most of the comments said that the meal was “too poor” and not nutritious enough for the children.
Thach Ngan Kindergarten has more than 350 students, of which more than 100 students study at satellite schools. Every day, about 200 students pay for meals to be served at the school. Most of the students here are children of ethnic minorities.
During the inspection, the authorities said that the school did not reduce the children's food portions. However, there were shortcomings in the preparation process./.
