From June 1, 2021, people nationwide can use the image of their Health Insurance card on the VssID application when traveling.medical examination and treatmentreplacing the use of paper Health Insurance cards. This implementation is a step that is truly in line with the requirements of administrative reform and digital transformation of the Vietnam Social Insurance sector.

Medical examination and treatment through the use of Health Insurance card images on the VssID application has brought many benefits to patients and medical examination and treatment facilities, especially reducing the time for declaring information and comparing data during medical examination and treatment, limiting the need to reissue paper Health Insurance cards, helping participants not worry about losing or damaging paper Health Insurance cards like before...

In addition, in order to simplify the procedures for medical examination and treatment under Health Insurance, creating favorable conditions for people not to have to bring many types of documents when going to see a doctor, Vietnam Social Security has coordinated with the Ministry of Public Security (directly Department C06) to implement the authentication of citizen information, deploy the use of citizen identification cards, and apply national electronic identification (VNEID) to replace cards.Health insuranceHealth insurance medical examination and treatment papers according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing national data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030.

Time to issue health insurance card is shortened

Time for issuing new Health Insurance cards: from 10 days previously shortened to 05 days. In case of re-issuing or exchanging Health Insurance cards if information does not change: re-issuing or exchanging cards is done within the day upon receipt of complete documents as prescribed. In case of re-issuing or exchanging Health Insurance cards if information changes: re-issuing or exchanging cards is reformed from 07 days to no more than 03 days from the date of receipt of complete documents as prescribed. Time for re-issuing or exchanging Health Insurance cards for participants currently receiving treatment at medical examination and treatment facilities: is done within the day upon receipt of complete documents as prescribed.

Go to the nearest Social Security agency to complete the procedure to change your Health Insurance card.

Previously, according to regulations, the Social Insurance of any district or province had the authority to reissue or exchange Health Insurance cards (for cards with unchanged information) in that district or province, from August 16, 2021 to now, the Social Insurance of the district or province has the authority to reissue or exchange Health Insurance cards (without changing information) according to the new Health Insurance card model for Health Insurance participants in other districts and provinces. Therefore, if the paper Health Insurance card is lost or damaged and the participant does not use a smartphone with the VssID application installed, he/she can go to the nearest Social Insurance agency to complete the procedure to exchange the Health Insurance card (without changing information). The processing time is the same day upon receiving a complete application according to regulations.

Various forms of receiving documents and returning results

Submitting documents and receiving results of administrative procedures on Health Insurance are carried out flexibly with many methods such as:

- Directly at the One-Stop Department.

- Through public postal services (organizations and businesses do not have to pay fees).

- Through electronic transactions and online public services: Vietnam Social Security has completed providing level 4 public services for all administrative procedures of the Industry (including 25 administrative procedures). By the end of May 2022, Vietnam Social Security has connected and synchronized the results of processing records of public services on the National Public Service Portal for administrative procedures under the jurisdiction of Vietnam Social Security, including 05 procedures related to registration, adjustment of health insurance contributions, and issuance and exchange of health insurance cards.

Renew Family Health Insurance Card Online

Since December 2019, Vietnam Social Security has deployed the public service "Renewal of Family Health Insurance Card" on the National Public Service Portal to serve the need to renew Family Health Insurance Cards in the form of online transactions, ensuring convenience, speed, and saving travel costs for citizens. The card renewal service is highly appreciated by people because it ensures convenience and limits the interruption of continuous participation in Health Insurance, helping people enjoy full medical examination and treatment benefits.

In addition, Vietnam Social Security has provided the public service of Renewing Health Insurance Cards for households with reduced contribution levels on the Vietnam Social Security Public Service Portal, and is currently coordinating with the Government Office to integrate it on the National Public Service Portal.

The Health Insurance Appraisal Information System has been officially put into operation by Vietnam Social Security since 2017, and has brought many benefits to Health Insurance participants, medical facilities, Social Insurance agencies and management agencies. In particular, for Health Insurance participants: It helps to significantly reduce the waiting time for medical examination and treatment, information about Health Insurance cards is looked up online and updated directly into the medical examination and treatment management software of medical facilities; Cases of card renewal, eligible for exemption from co-payment are updated immediately to help patients be fully guaranteed the right to medical examination and treatment while being treated at the hospital; Patients can look up information about treatment costs, services used, transparent health insurance benefits and at the same time enhance the role of participating in controlling the use of medical examination and treatment funds of Health Insurance participants.
