Many issues arise after the rearrangement of public service units in Anh Son district.
(Baonghean.vn) - Working with the National Assembly Delegation of Nghe An province on the afternoon of January 22, the People's Committee of Anh Son district made many recommendations to remove obstacles when restructuring public service units.
The meeting was chaired by Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation. Also attending were Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee; Mr. Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly delegate of the Provincial National Assembly Delegation and representatives of provincial departments and branches and Anh Son district.

Reduce 10 public service units
Implementing the Party's guidelines and policies, legal regulations on innovation of the organization and management system, improving the quality and efficiency of public service units, since 2017, Anh Son District People's Committee has reorganized a number of public service units, gradually putting them into effective operation.
According to the report, as of December 31, 2023, Anh Son district still has 61 public service units, a decrease of 10 units compared to 2015. The number of employees in public service units with regular expenditures guaranteed by the State budget is 1,522 positions, a decrease of 95 positions compared to 2015. 1/61 units are financially and organizationally autonomous...

Even thoughreorganization of public service unitshas contributed to reducing the number of agencies and focal points; overcoming fragmentation, dispersion and duplication; streamlining staff associated with restructuring and improving the quality of staff and civil servants.
However, in reality, the merger of some agencies, departments and branches with similar functions and tasks faces many difficulties due to the large number of staff, especially the arrangement of the number of heads and deputy heads when merging. Some agencies and public service units, when merging, do not ensure facilities and working conditions; are one unit but have 2 workplaces (because before merging, the 2 units were located far apart). The implementation is still overlapping and inadequate due to the lack of general guidance on the organizational structure, internal organizations; functions, tasks, and operating regulations of the units after the reorganization.
In addition, some regulations of superior agencies still lack consistency but are slow to be supplemented, amended, and completed; when piloting some new models of organizational apparatus, the sectors do not have specific instructions, so there are still many confusions in the implementation process, including determining the organizational structure, operating mechanism, regimes, and policies for redundant cadres and civil servants due to the arrangement and streamlining of the organizational apparatus...

Through the implementation process and the actual number of existing staff of public service units in Anh Son district, especially educational public service units, the scale of schools and classes is unstable every year, with an increasing trend, so it is necessary to arrange more teachers to teach, so it is very difficult to streamline the staff. If we follow the roadmap to reduce 10% of the number of people working in the education sector from 2021 to 2025, it will be difficult to do...
In particular, up to now, the numberThe number of public service units that can self-finance regular expenditures is still low, only 1/61 units. Revenue from fees and service provision activities of some public service units is unstable, affecting the ability to increase the level of autonomy to move towards self-finance all regular expenditures.

There needs to be a specific evaluation of the effectiveness after the arrangement.
Based on the report of the People's Committee of Anh Son district, members of the monitoring delegation also raised issues related to the rearrangement of public service units; the issue of job placement guidance; the issue of attracting human resources, especially high-quality human resources...
Mr. Tran Nhat Minh suggested clearly stating the number of assigned positions, the number of positions lacking, the public service units that have not fully utilized the assigned positions... At the same time, there needs to be a general, overall assessment of the effectiveness after the rearrangement.
Sharing the same view, Mr. Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee said that it is necessary to evaluate whether the rearrangement has ensured effective implementation of tasks in the area or not. Thereby, gradually proposing solutions to the competent authorities to adjust, suitable to the actual conditions of each locality.

At the end of the meeting, Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, emphasized: Resolution 19-NQ/TW of the 12th Central Committee on "Continuing to innovate the organization and management system, improving the quality and efficiency of public service units", is an important resolution, with a wide scope, and directly impacts many areas of economic and social life and all classes of people.
Based on the difficulties and problems that the units have mentioned, Ms. Thai Thi An Chung also suggested that the People's Committee of Anh Son district should have solutions to remove difficulties for each unit; focus on researching solutions to improve the operational efficiency of public service units. The district also needs to research to soon have a mechanism to place orders for public service units, contributing to increasing revenue for units after the arrangement.
Based on the recommendations of Anh Son district, in the coming time, the delegation will report the monitoring results to the National Assembly Standing Committee for consideration and research.
