Opening the press conference, Comrade Nguyen Thi Kim Chi - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training said: The 2018 - 2019 school year is a pivotal year in preparing for the general education program and an important year in implementing innovation projects in the spirit of Resolution 29.

This is also the year to complete the targets, prepare for the end of the Party Congress term, especially the national standard school target, strive to build Nghe An education into a central province of the 6 provinces in the North Central region in the spirit of Resolution No. 26.
However, according to the leader of the Department of Education and Training, to achieve these results, the province's educational work still faces many difficulties, requires strong professional direction, requires investment in resources and material resources, and needs to boldly propose many solution models.
In this school year alone, the Nghe An Education sector focuses on 3 tasks and 5 solutions, which are promoting the application of information technology, innovating education and training management; focusing on directing and synchronously implementing solutions to end negative phenomena in education; improving the quality of teachers and teaching staff; reviewing and re-planning the education network, building a clean and green environment.

With a frank spirit, at the press conference, many opinions from representatives of central and local press agencies were also raised with the leaders of the Department of Education and Training. These were the criteria for evaluating emulation for schools today, whether or not there is formalism in writing experience initiatives. The issue of handling violations for teachers who have a third child or more; the illegal contracting of primary school teachers due to a lack of teachers, especially at the primary level, solutions to avoid overcharging at the beginning of the new school year. In addition, there were many opinions requesting the Department of Education and Training to provide the evaluation results on the implementation of the new school model, the organization of the combined test in the 10th grade entrance exam, and the implementation of the National High School Exam.

The issues have also been answered by the leaders of the Department of Education and Training and they hope that local press agencies will share with the industry so that this school year, the industry will continue to fulfill its assigned tasks and achieve many positive results.
Responding to Nghe An Newspaper's comments on the issue of surplus teachers: According to the leader of the Department of Education and Training, Nghe An currently has more than 1,000 surplus teachers but "not too large", concentrated in the districts of Yen Thanh, Nghi Loc, Quynh Luu, Dien Chau. Since 2015, the education sector has reduced 1,800 staff and teachers.
Regarding teacher rotation and transfer, according to the Department of Education and Training, rotation and transfer is a necessary task to arrange teachers from surplus to shortage, from favorable to difficult places and according to individual wishes.
However, the transfer and assignment of teachers must comply with the regulations of competent authorities and be based on central and local regulations and must ensure the principles of personal wishes, labor norms and resolve surplus and shortage areas.
In Nghe An, the department's leaders also admitted that in the past, some localities had rotated unfairly and objectively (mainly managed by the district level) and it was difficult to achieve the desired absoluteness.
Previously, before the new school year, due to the surplus of secondary school teachers, Dien Chau, Nam Dan, Yen Thanh, and Nghi Loc districts transferred teachers from secondary school to primary school. However, during the implementation process, they received opposition from some teachers because the implementation method was not suitable.
Regarding the quality of transferred teachers: the Department's leaders promised to continue to request localities and schools to soon do a good job of training and fostering. At the same time, they required schools and teachers to uphold their sense of responsibility, from fostering to improving their capacity.
