1. Timely prevention of smuggling and commercial fraud during Tet

The National Steering Committee against smuggling, trade fraud and counterfeit goods has just issued a plan for the peak period of fighting against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2018.

Accordingly, the National Steering Committee 389, Steering Committee 389 of ministries, branches and localities will strengthen the direction of functional forces to step up the fight against smuggling, trade fraud and counterfeit goods during the 2018 Lunar New Year, especially at key routes, areas and sectors of smuggling, trade fraud and counterfeit goods.

Promote propaganda in newspapers, radio, and mass media at both central and local levels according to the direction of the National Steering Committee 389 in the Information Provision Regulations issued with Decision No. 01/QD-BCĐ 389 dated January 25, 2017.

2. Investment in construction of railway access roads

Deputy Prime Minister Trinh Dinh Dung has just given his opinion on investing in the construction of a railway service road from the Hue intersection overpass to the Hoa Cam overpass (Da Nang city).

Specifically, the Deputy Prime Minister requested the Ministry of Transport to study and accept the opinions of the Ministry of Planning and Investment, and implement the investment in the construction of a railway service road from the Hue intersection overpass to the Hoa Cam overpass according to its authority and in accordance with the provisions of law.

This service road is over 5.5km long; the current status is a concrete road from 2.5 - 3m, in some places only 1 motorbike can pass, there is no sidewalk, drainage system, passing through 1,000 households in the area of ​​3 wards Hoa An, Hoa Phat and Hoa Tho Tay.

On November 25, 2014, the People's Committee of Da Nang City approved the detailed planning at a scale of 1/500 for the railway feeder road project from Hue intersection to Hoa Cam overpass with a total area of ​​45,452m2; total investment of more than 144.7 billion VND. After the construction period (from July 2016 to present), the site clearance work has been basically completed with 820 documents for the entire route.

3. Increase regional minimum wage from January 1, 2018

From January 1, 2018, the regional minimum wage will be applied from 2,760,000 to 3,980,000 VND/month for employees working under labor contracts.

Accordingly, the subjects of application include: Employees working under labor contracts as prescribed by the Labor Code; enterprises established, organized, managed and operating under the Law on Enterprises; cooperatives, cooperative unions, cooperative groups, farms, households, individuals and other organizations in Vietnam that hire employees under labor contracts; foreign agencies, organizations, international organizations and foreign individuals in Vietnam that hire employees under labor contracts (except in cases where international treaties to which the Socialist Republic of Vietnam is a member have provisions different from those of this Decree).

The regional minimum wage applicable to employees working in enterprises from January 1, 2018 is as follows: Region I: VND 3,980,000/month; Region II: VND 3,530,000/month; Region III: VND 3,090,000/month; Region IV: VND 2,760,000/month. Thus, the new regional minimum wage is about VND 180,000-230,000/month higher than the current wage.

4. New regulations on administrative sanctions in the field of construction investment

The Government has just issued Decree 139/2017/ND-CP stipulating sanctions for administrative violations in construction investment activities; exploitation, processing and trading of minerals for construction materials, production and trading of construction materials; management of technical infrastructure works; real estate business, housing development, management of house and office use.

Accordingly, the maximum fine in the field of construction investment activities is 1 billion VND; in the field of mining, processing, and trading of minerals for construction materials, production and trading of construction materials; management of technical infrastructure works; real estate business, housing development, management of house and office use is 300 million VND.

The fines prescribed in this Decree are applicable to organizations (except for some cases). For the same administrative violation, the fine for an individual is half the fine for an organization.

5. The Government will issue the PVN Financial Management Regulations.

Deputy Prime Minister Vuong Dinh Hue requested the Ministry of Industry and Trade to urgently complete the Draft Charter of the Vietnam Oil and Gas Group (PVN) to submit to the Prime Minister.

In particular, the Deputy Prime Minister noted that the Draft Charter needs to clarify that the issuance of the Financial Management Regulations of PVN is under the authority of the Government.

The appointment of PVN General Director and the number of PVN Deputy General Directors are carried out in accordance with the direction of the Prime Minister in Official Dispatch No. 12549/VPCP-DMDN dated November 23, 2017 of the Government Office.

The authority to decide on planning, reappointment, dismissal, resignation approval, transfer, rotation, reward, discipline, termination, and retirement for the position of PVN General Director is implemented according to current regulations.

6. List of public career services in the fields of culture, family, sports, and tourism

The Prime Minister has just issued the List of public career services using the state budget in the fields of culture, family, sports and tourism.

Specifically, the cultural sector has 27 public career services using the state budget, the family sector has 3 services, the physical education and sports sector has 7 services, the tourism sector has 3 services and 13 other services in the fields of culture, family, sports and tourism.

In particular, the state budget ensures all costs for implementing the following services: Preserving, organizing festivals, competitions, and professional traditional, typical, and specific art performances; organizing cultural and artistic programs, cultural exchange days, sports, and tourism for people in remote areas, ethnic minorities, border soldiers, and island residents; providing communication products on education on life, ethics, and family lifestyle; preventing and combating domestic violence; training and coaching athletes, coaches, and referees in high-performance sports...

7. Prime Minister's conclusion on holidays and Tet in 2018

On December 5, Prime Minister Nguyen Xuan Phuc chaired a meeting of the Government Standing Committee on 2018 holidays for officials, civil servants and public employees. After listening to the report of the Minister and Head of the Government Office, the speech of the leaders of the Ministry of Labor, War Invalids and Social Affairs, and the opinions of the Deputy Prime Ministers, Prime Minister Nguyen Xuan Phuc agreed with the proposal of the Ministry of Labor, War Invalids and Social Affairs on 2018 holidays.

Accordingly, Lunar New Year holiday from Wednesday, February 14, 2018 (December 29, Dinh Dau year) to Tuesday, February 20, 2018; National Day holiday: National Day holiday (September 2) and compensatory holiday on Monday (September 3).

The Prime Minister requested that agencies and units implementing the above holiday schedule pay attention to arranging and organizing work departments reasonably to handle work continuously, ensuring good service to organizations and people.

Agencies and units that do not have fixed holidays on Saturdays and Sundays every week will base on the specific programs and plans of the unit to arrange appropriate holidays. The Prime Minister authorized the Minister of Labor, War Invalids and Social Affairs to announce the implementation of holidays and Tet in 2018 as above.

8. Preserving and promoting the value of the special national relic of But Thap Pagoda

The Prime Minister has just approved the task of the Master Plan to preserve and promote the value of the special national relic of But Thap Pagoda, Bac Ninh province.

The scope and scale of the planning study is 8.2 hectares; including: The entire 2.1 hectares of the protected area of ​​the But Thap Pagoda architectural and artistic relic (of which protected area I has an area of ​​0.9 hectares and protected area II has an area of ​​1.2 hectares) and the land extended to the East, West and South of the relic in But Thap village, Dinh To commune, Thuan Thanh district, Bac Ninh province with a total area of ​​6.1 hectares.

One of the main contents and tasks of the Planning is research, survey and assessment.
