New points in the work of admitting private business owners into the Party
(Baonghean.vn) - The Central Organizing Committee has just issued Instruction No. 08-HD/BTCTW on admitting private business owners into the Party. This document has basic new points compared to previous instructions.
Continuing to implement the Central Committee's policy on developing the private economy and developing Party members in non-state enterprises, on September 27, 2021, the Central Organizing Committee issued Instruction No. 08-HD/BTCTW on admitting private business owners into the Party (Instruction No. 08-HD/BTCTW), replacing Instruction No. 17-HD/BTCTW, dated January 30, 2013, on piloting the admission of private business owners into the Party (Instruction No. 17-HD/BTCTW).

Through comparison, Instruction No. 08-HD/BTCTW has basic new points compared to Instruction No. 17-HD/BTCTW as follows:
First, regarding the subjects of admission to the Party: After more than 8 years of piloting the admission of qualified private business owners, within the scope of small and medium enterprises, in the Party Committees of provinces and central cities into the Party, the Central Committee has summarized and drawn lessons. Abandoning the pilot policy, within the narrow scope and subjects, and shifting to the unified implementation of admitting private business owners into the Party throughout the Party, regardless of the size of the enterprise.
Second, regarding the authority to consider and admit: According to Instruction No. 17-HD/BTCTW, the admission of private business owners into the Party must be approved in writing by the Provincial Party Committee Standing Committee and considered and decided by the Standing Committees of district, town, city Party Committees and equivalent; Instruction No. 08-HD/BTCTW assigned the Standing Committees of district, town, city Party Committees and equivalent to consider and decide on the admission of private business owners into the Party, without having to report to the Provincial Party Committee Standing Committee.
Third, there is no regulation requiring businesses to have a Party organization or trade union before considering admitting business owners into the Party.
To achieve the goal of strengthening the Party's leadership over private enterprises; building, consolidating and developing the Party members in conjunction with improving the leadership capacity and fighting strength of the Party organization in private enterprises; Instruction No. 08-HD/BTCTW has provided specific instructions on the subjects, criteria, conditions and procedures for considering admitting business owners into the Party.
On that basis, provinces, cities, Party committees, and Standing Committees of Party committees at higher levels shall strengthen leadership and direction in the work of disseminating, popularizing, and thoroughly grasping the Guidelines to Party committees and subordinate Party organizations to unify the awareness, responsibility, purpose, and requirements of admitting private business owners into the Party; guide, inspect, and supervise subordinate Party committees in creating sources and implementing processes and procedures according to regulations on admitting private business owners into the Party with the motto of valuing quality, strictly ensuring standards, conditions, principles, procedures, and authority according to the provisions of the Party Charter and relevant Party documents.
During more than 8 years of implementing Directive No. 17-HD/BTCTW (2013-2021), Party committees at all levels in Nghe An province have trained and admitted 23 private business owners to the Party. Private enterprises with business owners admitted to the Party have operated effectively, strictly complied with the Party's policies and the State's laws and policies; focused on training and fostering managers and technical staff, had policies to attract and care for workers, and at the same time created favorable conditions for the Party organization and socio-political organizations in enterprises to operate.
