However, in reality, in Que Phong district, finding and creating sources for developing new party members is currently facing difficulties.

Developing new party members is a regular task to ensure the succession, development, rejuvenation of the team, and enhancement of the capacity and fighting strength of grassroots party organizations in localities and units. However, in reality, in Que Phong district, finding and creating sources for developing new party members is currently facing difficulties.

Que Phong is a district in category 30a, with many socio-economic difficulties, and the trend of people of working age leaving their hometown is increasing (the whole district currently has about 6,000 workers working far away, including 285 party members).
The reality of villages and hamlets gradually lacking young workers and the fluctuation of cadres in mass organizations has made the work of developing party members of many party cells and party committees in Que Phong district difficult, even deadlocked, unable to find factors to create sources for training and recruitment.

The border commune of Nam Giai is highly appreciated for its work in developing party members, but at this time the local Party Committee is very worried as the number of newly recruited party members is decreasing.
Talking to us, Secretary of the Nam Giai Commune Party Committee - Comrade Sam Van Thanh, said: The whole commune has 242 party members (150 rural party members), 16 party members are exempted from party activities, of which 8 party members work far away. In previous years, the Nam Giai Commune Party Committee has met and exceeded its targets every year, but in 2024, for the first time, the commune Party Committee is at risk of not meeting its targets. Until the end of August, only 1 outstanding mass person was admitted to the Party, Ms. Luong Thi Lieu from the Women's Association of Pong village, and is currently preparing documents for 2 masses, while the district's target is to admit 7 people.

The reason is explained that Nam Giai has only 5 villages with 2,100 people. Due to difficult economic conditions, young workers, if they do not go to university or college, go to work far away (the whole commune has more than 80 workers working for companies in the northern provinces or going abroad to work).
“There are cases where people have learned to sympathize with the Party, but then go to work far away and cannot be recruited. The subjects are students who, after graduating, rarely return to their hometowns because it is difficult to find jobs; a part of young workers who stay in their hometowns are only interested in developing the family economy, rarely participate in local movement activities, have limited capacity, and are afraid to join the Party,” said Comrade Luong Thi Hue - Standing Deputy Secretary of the Party Committee of Nam Giai commune.
Meanwhile, resources from local units such as schools and health stations have also run out. The Commune Party Committee has focused on training outstanding people, including daughters-in-law and sons-in-law, to settle down in the locality for recruitment, but there are not many factors...".

Currently, many grassroots party organizations in Que Phong district are facing the reality of difficulty in achieving their targets; for example, in 2023, the Kim Son town Party Committee only admitted 4 new party members out of the district's target of 20 comrades, and in 2024, up to early September, only 2 new party members were admitted.
According to comrade Hoang Trung Thong - Secretary of the Kim Son Town Party Committee: The Town Party Committee has directed the review of resources in each village and hamlet, from which the cadres and party members in charge of the area have been assigned to work with the Party cells to classify them into groups to find appropriate solutions to detect factors, foster and create long-term resources, but it is very difficult; with great effort, we can only achieve the target set by the Resolution of the Town Party Congress for the 2020-2025 term, but it is difficult to complete the district-assigned target of 20 party members per year. Because in reality, young workers (especially those aged 18-35) are not present in the locality, creating resources from other mass organizations is difficult because many elderly people are afraid to join the Party...

Even in some localities that are meeting the quota, finding and creating sources is still very difficult. In Hanh Dich commune, there are currently 800 workers working far away, mostly young people. According to the discussion of comrade Ha Van Hai - Standing Deputy Secretary of the Commune Party Committee: In reality, the lives of a part of Hanh Dich people still face many difficulties, while there are not many local job opportunities. Students and graduates have to leave their hometowns to go to big cities or go abroad to work to make a living, affecting the source of referrals to the Party.
Some people go to work far away and sometimes return to their hometowns, but because the time at home is short, it is difficult to monitor and train them to introduce and admit them to the Party. There are cases where people have attended Party awareness training classes but did not have time to complete the admission documents.
Mr. Lo Van Phuong - Secretary of Quang Vinh village Party Cell, Hanh Dich commune said that Quang Vinh village Party Cell introduced two outstanding people, Ha Van Ngoc and Lu Van Nguyen... to study Party sympathy, but later both went to work for a company in Bac Ninh, only returning to their hometown during holidays and Tet so they could not be admitted.

In some localities, the large number of party members exempted from party activities also affects the quality of party activities at the grassroots level. Kim Son town has 99 party members exempted from party activities, of which 55 are exempted due to old age and poor health, and 44 are exempted due to working far away; Chau Kim commune has 59 party members exempted from party activities, of which 25 are exempted due to old age and poor health, and 34 are exempted due to working far away; Tri Le commune has 62 party members exempted from party activities, of which 23 are old age and poor health, and 39 are exempted due to working far away...
In addition to the difficulties caused by the trend of young workers leaving their hometowns, many Party cell secretaries in villages and hamlets also expressed concern that a number of young people stay in their hometowns to start businesses, but only focus on economic development, rarely participate in movement activities, and are not interested in joining the Party.
Meanwhile, some people, although energetic, enthusiastic, and have contributed a lot to social activities, do not meet the educational standards. Therefore, it leads to the situation of "old bamboo but slow-growing shoots" in some rural Party cells.

Comrade Truong Thi Tuyet Mai - Head of the Organizing Committee of Que Phong District Party Committee said: In addition to the above objective reasons, there are also subjective reasons, stemming from the fact that a few Party committees and Party members do not fully understand the importance of developing new Party members, so they have not done a good job of discovering, nurturing, and introducing outstanding people to the Party. Some Party committees and Party cells have not been really determined in directing and assigning Party members to find sources for Party development.
In addition, the work of political and ideological education has not really gone into depth, in some aspects it is still formal; forecasting and grasping the ideological situation of party members and the masses is sometimes not timely. Some party cell secretaries and party members in the area are old and have limited health, so their grasp and leadership of the implementation of some assigned tasks have not been high; the work of leading and directing political and social organizations in discovering, challenging, and training union members and association members to create a source of masses to join the Party is still limited.

In addition, in some cases, the Party Committee has not yet fully grasped the process and procedures for Party admission, so the documents are not guaranteed. In some cases, the investigation and verification work has not been done well, so even though the process has been completed, admission is still not possible; the management and education of Party members in some places is not strict, and there is no timely reminder and correction, allowing violations to occur...

In recent times, the Standing Committee of Que Phong District Party Committee has issued many directive documents and organized the dissemination and implementation of the task of developing party members to Party committees and subordinate Party organizations; considering this an important criterion for reviewing, evaluating and classifying the quality of collectives, individual leaders, managers and Party organizations annually.
Thanks to that, from 2020 to July 2024, Que Phong District Party Committee admitted 542 party members, exceeding the target of the District Party Congress Resolution for the 2020-2025 term, which is to strive to admit 400-500 party members during the entire term.

However, Que Phong has a large number of party members (the entire district Party Committee has 5,494 party members). If we follow Resolution No. 21-NQ/TW of the 13th Party Central Committee: The annual rate of new party members is 3-4% of the total number of party members, then the annual result of new party members admission of Que Phong district Party Committee still does not meet the requirements.
For example, in 2022, the whole Que Phong district only admitted 97 party members/target of 163 comrades, in 2023, 110 comrades were admitted/target of 163 comrades (reaching 67.48%), in 2024, up to the end of July, the whole district admitted 104 comrades/target of 164 party members (reaching 63.4%)...
Looking at the current reality, to achieve the target according to Resolution No. 21-NQ/TW requires this locality to make great efforts. Because, through the latest review, the whole district has 8/32 grassroots Party organizations that have run out of resources. Many commune Party Committees have difficulty in creating resources, even failing to meet the target (as of July 30, 2024, there are units that have not yet recruited new Party members or have recruited at a rate quite low compared to the assigned target such as Nam Giai Commune Party Committee 0/7, Nam Nhoong Commune Party Committee 2/6, Kim Son Town Party Committee 2/20...).

Through the discussion, the leader of the Organizing Committee of Que Phong District Party Committee added: In the district, there is 1 high school and 1 vocational education - continuing education center with about 1,700 students. Recently, the Standing Committee of the District Party Committee has directed school party cells to promote the expansion of party members from students. Thanks to that, from 2020 to June 2024, the whole district has admitted 22 party members who are students.
However, this result is still low and not commensurate with the number of excellent members introduced to the Party every year. The reason is that the launching of some emulation movements at schools at some times is not really effective, there is a lack of playgrounds and environments for students to cultivate, practice and demonstrate their abilities, thereby discovering and nurturing sources for Party admission.

In addition, as teacher Nguyen Tien Trung - Vice Principal of Que Phong High School shared: According to the Party Charter, at the time the Party cell considers admission, people joining the Party must be 18 years old (calculated by month) or older. However, since July, 12th graders have graduated from school, so students born from June onwards will be at a disadvantage in considering admission to the Party compared to students born from January to the end of May.
This reality leads to a large difference in the number of excellent students who are considered to attend the Party sympathy training class and the number who are admitted to the Party each year. Some students are admitted to the Party sympathy training class and have a good history of striving, but because of their criminal records (having parents who violated the law), they encounter many difficulties when completing their application. On the other hand, due to difficult economic conditions, many students have determined that after graduation they will go to work far away, become freelancers and not go to university or college, so they do not have the desire to strive to join the Party...

Facing many challenges in the work of creating sources for developing new party members, but according to comrade Sam Van Duyet - Standing Deputy Secretary of Que Phong District Party Committee: The district Party Committee determined that the admission of party members does not follow the quantity, but must be strictly implemented, ensuring the correct standards, processes, procedures, and authority according to regulations.
Newly admitted Party members must be outstanding people with good political qualities, pure morality, trained and tested through practice, have correct awareness and motivation to join the Party, and truly be factors contributing to building an increasingly strong Party...
