The 'obstacles' that need to be removed for Nghe An to create a breakthrough in development
(Baonghean.vn) - Comrade Truong Cong Anh - former member of the Provincial Party Standing Committee, former Head of the Provincial Party Committee's Propaganda Department sent an article with comments on the Draft Political Report of the Party Committee of Nghe An province, term XVIII, to be submitted to the Congress of Delegates of the Nghe An province Party Committee, term XIX.
Nghe An Newspaper quoted the content:
Section III, Content B of Part One of the Draft Political Report on General Assessment, states:“Implementing the Resolution of the 18th Provincial Party Congress, the Party Committee and people of the province have united, made efforts and strived to achieve many important and quite comprehensive results in many fields...However, Nghe An is still a province with many difficulties... some key targets are difficult to achieve...”.
Such an assessment means that the implementation of the Resolution of the 18th Provincial Party Congress is not complete, Nghe An is still not a good province (in the region).
Why is that? The Draft Political Report explains this by stating 7 limitations and shortcomings (Section I, Part B) and pointing out 4 subjective causes of limitations and shortcomings (without mentioning objective causes) (Section II, Part B).

Please give some comments on the above content:
The draft mentioned 7 limitations, shortcomings and 4 (subjective) causes above are not wrong but perhaps not really correct and especially not really accurate. In other words, it has not hit the right point. So let's try to find the "points" that need to be hit. Perhaps they are the following "points":
-The Party Committee, first of all the Party Committees at all levels (from the province to the grassroots) and then the people of our province, do not have enough aspiration for and for a rich, democratic, fair and civilized Nghe An. They do not have enough aspiration to overcome their own limitations, thereby promoting the glorious tradition of the Soviet homeland to the fullest. Along with that, Nghe An also does not have enough will and knowledge to overcome poverty and backwardness. This is both a limitation, a shortcoming and the cause of the reality: Nghe An is still progressing (in socio-economic development) at a gradual level without creating a breakthrough development.
If this opinion is accepted, it is recommended to add to the political and ideological work tasks (point 1.1, item 1 of section II), the content: Arouse, nurture, and shine the aspiration for a rich and strong Nghe An... Continue to improve the quality of political ideological work along with doing well the economic ideological work, fully equipping the Party Committee and people of the whole province with economic knowledge (comprehensive knowledge).
-According to the viewpoint: "Cadres are the root of all things", "After having the right policy, cadres decide everything", "Cadre organization work is the key of the key", then we realize the second "hole" that needs to be (or must be) "pointed". Specifically: Nghe An still does not have enough key cadres (from the province to the grassroots) who are truly devoted, wholehearted, truly dedicated, devoted and when necessary, sacrifice for their locality, for their industry, for the whole province. There are many reasons for this situation, but I will not mention them here. Without such a team, if we only worry about "playing our role", how can we have breakthroughs, how can we have aspirations.

Nghe An may not have enough, but certainly does not lack development "strategies", programs, projects, and economic plans. What is lacking, which should not be lacking, is the lack of a "Strategy" for cadres, the lack of programs, projects, and cadre plans corresponding and commensurate with the development strategy, with programs, projects, and economic plans. We have only taken care of the cadre team in the political system but have not taken care of the economic cadre team. Looking at any industry, profession, or field, even any tree, animal, or product, we can see that there is a great lack of people to "take care of". Without this team, no matter how good or correct the strategy, program, project, or plan is, the results will never be as expected.
If this opinion is approved, it is proposed to add this content to point 1.3, item 1 of section II.
-The third “point” that needs to be “pointed” is the organization of direction to implement the Party Congress Resolution and annual political tasks. First of all, we must admit the fact that: In the past term (2015 - 2020), the provincial leadership positions changed a lot, so it was difficult to avoid disruptions in the organization and direction. However, looking at reality, we must also evaluate the organization and direction… as the work of the entire organizational system - apparatus, not just the individual leader.
From that perspective, it can be assessed that the organization, direction and implementation of the Party Congress Resolution and specific annual tasks in the past time have been scattered, lacking focus and lacking determination. These limitations and shortcomings are common at all levels, sectors and localities. In other words, this is a systematic error. Nghe An's resources are not much, not large, but if they are scattered, they will become even weaker. The sense of responsibility is not as high as it should be, the mentality of waiting and relying on others is still at one level or another, so the lack of determination will make it difficult to break through to the most important tasks.

The three “acupuncture points” that need to be “hit” above, both independently and with mutual influence, have been “obstacles” for many years – for several Party Congresses, not just in the last 4-5 years. If the 19th Party Congress cannot remove these “obstacles”, I am afraid it will be difficult to make a breakthrough in the socio-economic development of the province.
Look straight at the truth, evaluate the truth correctly, speak the truth clearly to see yourself correctly, thereby overcoming your own limitations to help Nghe An make a breakthrough to fully realize what Uncle Ho wished for.
