Notes on evaluating and classifying party organizations and party members

By January 18, 2022, Party committees at all levels from the provincial to grassroots levels had led and directed the completion of review, evaluation, classification and implementation of emulation and rewards according to regulations, ensuring the correct time schedule.

Implementing Plan No. 61-KH/TU of the Provincial Party Standing Committee on reviewing collectives and individuals and annual assessment, classification and reward for party organizations, party members, collectives and individuals of leaders and managers at all levels in 2021, Party committees at all levels have suggested reviewing 173 collectives and 143 individuals.

The assessment and classification of the quality of party organizations, party members, collectives, and individual leaders and managers at all levels are carried out seriously, in accordance with regulations, instructions, and with quality. The rate of party organizations, party members, and individual leaders and managers classified as having excellently completed their tasks(by target group),In general, no more than 20% of the total number are classified as having completed their tasks well; the number of party members awarded for having completed their tasks excellently in the year is no more than 20%, the number of party organizations awarded for having completed their tasks excellently in the year is no more than 50% of those who have completed their tasks excellently.

* 2021 Party organization classification results:

- For grassroots and grassroots party committees directly under the Provincial Party Committee, classified by the Provincial Party Committee Standing Committee:A total of 28 party organizations (26 grassroots party committees and 2 grassroots party committees assigned with grassroots authority):(1)The group of district, city and town party committees has 21 party committees:4/20 party committees were classified as having excellently completed their tasks.(20.0%)Of the total number of party committees that have completed their tasks well or better; 16/21 party committees are classified as having completed their tasks well.(occupy)76.1%);01/21 party committees were classified as having completed their tasks.(accounting for 4.76%); (2) The group of party committees directly under the Provincial Party Committee has 7 party committees (of which, 02 grassroots party committees are assigned some powers at the grassroots level):2/7 party committees were classified as having excellently completed their tasks.(accounting for 28.57%); 5/7 party committees were classified as having completed their tasks well.(accounting for 71.43%).

- For the Party's TCCS:Of the 1,422 party organizations, 1,416 party organizations were evaluated and classified.(accounting for 99.58%); 6 Party organizations do not evaluate or classify(newly established) accounts for 0.4%Total number of party members. Evaluation and classification results are as follows:(The percentage of excellent task completion is calculated based on the total number of party cells evaluated and classified as having completed their tasks well or better):Complete the mission excellently:There are 281 party organizations(accounting for 20.56%);Complete the task well:1,086 party cells,(accounting for 76.69%);Complete the mission:There are 49 party organizations(accounting for 3.46%).

- For affiliated party organizations (party departments and party cells affiliated to party committees):Out of a total of 8,266 party organizations, 8,193 party organizations were evaluated and classified.(accounting for 99.1%)and 73 party organizations were not evaluated or classified.(newly established)(0.8%)total number of party organizations. Evaluation and classification results(The percentage of excellent task completion is calculated based on the total number of party cells directly under the grassroots party committee that are assessed and classified as having completed their tasks well or better):Complete the mission excellently:There are 1,568 organizations(accounting for 19.4%);Complete the task well:6,061 organizations(accounting for 73.2%);Complete the mission:There are 621 organizations(accounting for 7.58%);Mission failed:There are 3 organizations(0.04%).

* Results of assessment and classification of party member quality in 2021:The total number of party members as of December 31, 2021 is 195,058 comrades. Of which, the number of party members exempted from assessment and classification according to regulations is 20,104 comrades.(accounting for 10.3%); 4,569 party members have not been evaluated or classified.(due toillness, maternity, old age, party members working far away...)(accounting for 2.34%); Party members are evaluated and classified as 170,385 comrades(accounting for 87.35%)total number of party members in the province. Results:Complete the mission excellently:There are 26,893 party members(accounting for 16.99%)Total number of party members who have completed their tasks well or better in the entire party organization;Complete the task well:131,395 party members(accounting for 77.12%);Complete the mission:10,803 party members(accounting for 6.34%);Mission failed:1,294 party members(0.76%).

However, in addition to the results achieved in the annual collective and individual review, assessment, classification and reward of party organizations, party members, collectives and individual leaders and managers at all levels in 2021, there are still some limitations and weaknesses, namely:

- For self-criticism and criticism:The preparation of collective and individual self-criticism reports in some Party committees, Party cells, and grassroots units is not of high quality. The implementation of self-criticism and criticism in some Party organizations and leadership groups is still of limited quality; the spirit of self-criticism and criticism in some places still shows deference, fear of conflict, and fear of giving opinions.

The identification of limitations and shortcomings and determination of responsibilities of relevant collectives and individuals in some units are still general, not specific, and not close to reality, so the proposal of solutions to overcome them is still confusing and lacks focus and key points; in some places, the shortcomings and limitations of the collective are not yet linked to the individuals in charge of each specific field and area.

At the same time, overcoming the limitations and shortcomings pointed out in previous reviews, especially in 2020 in a number of collectives and individuals has not been clarified. The development of implementation solutions, results, level of overcoming and responsibility of relevant collectives and individuals in a number of Party committees and leadership collectives are not high.

- For assessment and classification of the quality of party organizations, party members, collectives, and individual leaders and managers:Some Party committees are still confused in directing the quality classification of subordinate Party cells and Party members and cadres. Some vertical sectors at higher levels, when classifying the expertise of subordinates, still allow the rate of excellent task completion to exceed the prescribed rate of 20%. When there is an official document requesting adjustment, some units reclassify. Some units classify Party organizations, leaders and managers as having excellent task completion exceeding the rate of 20% of the total number evaluated and classified as having completed their tasks well or better. There are still many Party members who have not been evaluated and classified due to working far away.

On that basis, Party committees at all levels need to draw on experience to continue to effectively organize collective and individual reviews and annual evaluation, classification, and rewards for Party organizations, Party members, collectives, and individual leaders and managers at all levels.
