Efforts to clear the coastal road section through Quynh Luu district
(Baonghean.vn) - The Nghi Son - Cua Lo coastal road project through Quynh Luu district has now handed over more than 90% of the land. Currently, the People's Committee of Quynh Luu district is making efforts to coordinate with departments and branches to speed up the progress. By the end of March 2023, many more households have agreed to hand over the land for the project.
Strengthen dialogue to resolve problems
The Coastal Road Project passes through 9 communes of Quynh Luu district including: Quynh Bang, Quynh Luong, Quynh Minh, Quynh Nghia, Tien Thuy, Quynh Long, Quynh Thuan, Quynh Tho and Son Hai, with a length of 16.17 km, with a total affected area of over 406,838 m2.
Identifying the importance of promoting socio-economic development, especially tourism development of the Nghi Son - Cua Lo coastal route, the People's Committee of Quynh Luu district focuses on directing and coordinating with localities, departments and branches to speed up the progress of site clearance. In particular, strengthening dialogue with people to resolve problems, agreeing on compensation plans related to determining the origin of land.
As of March 2, 2023, Quynh Luu district has approved a compensation and support plan for 1,217 affected households with an amount of over 173 billion VND. The total length of the route has recovered more than 257,000 m.2Agricultural land, 12.5/16.17 km of land has been handed over, reaching 77.03%. Of which, agricultural land is 11.9/13.12 km, reaching 90.7%, residential land is 0.6/3 km, reaching 20%. In addition, the Department of Natural Resources and Environment has approved the measurement of infrastructure construction for the resettlement area through Quynh Thuan and Quynh Tho communes.

In Quynh Bang commune, the area that needs to be cleared is not large, but initially people did not agree with the plan to determine the origin of the land of 7 households in Tan Giang hamlet, affecting the construction progress. The district and commune People's Committees organized many meetings and dialogues with people to remove the "bottlenecks".
On the afternoon of March 30, the People's Committee of Quynh Luu district directed the People's Committee of Quynh Bang commune and related departments and offices to organize a meeting with households in Tan Giang hamlet to agree on a compensation plan through determining the origin of residential land and land for annual crops. The leader of the People's Committee of Quynh Bang commune said that out of 7 households, 5 households have land areas that need to be clearly identified for compensation price determination, the remaining 2 households have only 0.8m2and 4m2so the households have no opinion.
Some households have large land areas such as Mrs. Hoang Thi Xuan's household 509.7m22, Mr. Ho Dinh Dam's household 179.4m2, Mr. Ho Dinh Ty's household 297.4m2, Mr. Ho Sy Toan's household 43.2m2,… After the dialogue, the households agreed on the plan to determine the origin of the land, compensation and committed to handing over the site for the contractor to construct.
Large volume of compensation and site clearance
The coastal road project from Nghi Son - Cua Lo, section from Km7-Km76, passing through Hoang Mai town, Quynh Luu, Dien Chau, Nghi Loc districts and Cua Lo town, has a total route length of 64.47 km, of which 59.9 km need site clearance. The project has a total investment of 4,651 billion VND.
According to the leader of the Department of Transport, the route part of the project is expected to be completed in the second quarter of 2024, while the bridge part is expected to be completed in February 2024. The major problem now is that the site clearance work has not met the requirements; The site handover is not continuous, making it difficult to implement the construction work.

Mr. Nguyen Minh Thanh - Head of the Department of Natural Resources and Environment of Quynh Luu district said that as of April 4, 2023, the volume of land handover for the Coastal Road Project section through Quynh Luu district has approved the compensation, support and payment plan of nearly 60 billion VND; handed over 11.9/13.12 km, reaching 90.7%. Currently, there are 95 households that have not approved the compensation plan related to the areas of Quynh Luong, Quynh Nghia, Tien Thuy and Quynh Thuan communes.
In the coming time, the District People's Committee will continue to urge and support localities to soon agree on policies to hand over the site. In particular, the appraisal of compensation plans for households in Tien Thuy commune with residential land must be completed before April 15, 2023, with priority given to 8 households at the foot of the bridge. The Quynh Thuan Commune People's Committee will complete the determination of land origin for 30 residential plots, arrange to work with households to determine the residential land limit for each household to complete the dossier before March 15, 2023.
In addition, speed up the completion of documents for some cases that need to ask for opinions from superiors, such as the case of Mr. Le Van Tam's household in Quynh Luong commune, which has not yet determined the owner of the greenhouse for growing vegetables, and needs to wait for the opinion of the Provincial People's Committee. Or the determination of the boundary of the two plots of land of Mr. Pham Hong Chuoc and Mr. Tran Quang Trung, the boundary of the salt production plot between Mr. Nguyen Thanh Loi and Mr. Vo Trung Kien in Quynh Thuan commune is waiting for the opinion of the Department of Natural Resources and Environment...

To keep up with the progress of handing over the site of the Coastal Road Project through the area, the People's Committee of Quynh Luu district assigned the Department of Natural Resources and Environment to advise, synthesize and report on the situation and difficulties in the implementation of tasks to the district leaders once a week to promptly handle related issues.
For resettlement areas, in Quynh Tho and Quynh Nghia communes, the Department of Construction and the Department of Planning and Investment are consulting the Provincial People's Committee to approve the technical economic report; have approved the measurement and land recovery notice, submitted land prices and have organized the inventory and confirmed the origin of the land.
For the Quynh Thuan resettlement area, the district has submitted the feasibility study report to the Department of Planning and Investment for appraisal. Currently, the Department of Construction is collecting opinions and reporting to the Provincial People's Committee to submit to the Department of Roads and the Ministry of Transport to approve the connection point of Km2+180 National Highway 48B; at the same time, it has approved the measurement, land recovery notice, land price submission and inventory of 47/50 households.
The departments send cadres to closely and regularly coordinate with the locality to clearly identify the origin of the land and the land use process of the households. Arrange and organize scientifically, prioritize the inventory and land pricing according to regulations, create consensus among the people; promote propaganda and mobilize people to understand the meaning and importance of this key project for the development in all aspects of the district and the province./.
