Efforts to create a pool of resources for Party development work.
(Baonghean) - Difficulties in Party member development are posing many challenges for Party committees at all levels in Nam Dan district. The task requires creative and flexible solutions to gradually overcome difficulties, consolidate the grassroots political system, and strengthen the capacity of grassroots Party organizations.

Facing numerous challenges from the grassroots level.
Nam Dan district has 61 grassroots Party organizations, including 24 commune and town Party committees with 418 subordinate Party branches. The target set is for each Party branch to recruit one new Party member per year; however, many grassroots Party organizations are finding it difficult to achieve this goal.
Because the annual number of new party members admitted is only around 200, meaning many party branches fail to admit any new members. For example, in the Nam Kim commune Party Committee, out of 26 party branches, 13 have not admitted any new members in over 6 years (from 2010 to the present); 8 out of 26 branches have only admitted 1 member; and 3 out of 26 branches have admitted 2 members.
For example, in Kim Lien commune, from 2010 to the present, 12 Party branches have not admitted any new members. Similarly, many other communes also have Party branches that have not admitted any members for many years, such as Khanh Son with 7 branches; Hong Long with 6 branches; Nam Loc with 4 branches; Nam Thanh with 4 branches; Nam Anh with 4 branches; Xuan Lam with 3 branches; Hung Tien with 3 branches; and Nam Nghia with 3 branches.
The most common reason for this situation is that a large number of working-age people in local areas are leaving the country, thus narrowing the pool of potential Party members. In addition, a small number of local workers lack the ideals to strive for and are not enthusiastic about joining the Party.
Comrade Pham Quyet Thang, Secretary of the Party Committee of Nam Kim commune, shared: “Every year, about 100 high school graduates in the area mostly go to university, participate in overseas labor export, or work far from home. Another workforce also seeks seasonal work and leaves the area, so they are less involved in local movements and have no desire to join the Party.”
Meanwhile, in Nam Cat commune, Comrade Doan Thi Oanh - Secretary of the Party Committee of the commune - said: Besides the difficulty in finding candidates, some members of youth unions and associations who have attended Party membership training courses do not show the determination to be admitted.
In addition, some Party branches are concerned about the increasing number of probationary Party members being removed from the Party membership list or facing the risk of being removed, due to them working far away and not fully participating in the Party branch's activities. This situation is not unique to Nam Cat commune but occurs in many localities.
Strengthening the training of personnel for the Party.
Faced with the aforementioned difficulties, Party committees at all levels in Nam Dan are grappling with and implementing solutions to supplement the membership of Party branches, avoiding the risk of blocks and hamlets having no Party branches or having too few members. For the Party Committee of Nam Dan town, based on the targets assigned by the District Party Committee, the unit allocates targets to Party branches, with each branch striving to recruit one new Party member per year. Simultaneously, it provides guidance to Party branches; assigns responsibility to mass organizations and military and police forces, etc., to review their forces and encourage positive individuals to strive to join the Party.
According to Comrade Bien Van Trung, Secretary of the Town Party Committee, many Party branches have been very dynamic and creative in disseminating information, educating, persuading, and creating a pool of potential candidates for membership. Some individuals have good qualities, but their political awareness and ideals are limited. In addition to individual propaganda and education, some Party branches also directly visit the homes of these individuals to persuade their parents to work together to influence them.
On the other hand, previously, the main source for recruiting party members was youth union members, but recently, party branches have focused on those who have passed the age limit for joining the Youth Union in organizations such as veterans' associations, women's associations, police officers, and militia.
With this approach, over the years, the town's Party Committee has consistently been a unit with a relatively high number of new Party members admitted in Nam Dan district. In 2016 alone, the Party Committee admitted 15 new members (all from the block-level Party branches, excluding the school branch), and in the first six months of 2017, it admitted 5 new members.
The general situation in rural Party branches today is that the average age of Party members is increasing, with the majority being elderly and very few young members; meanwhile, recruiting new Party members is very difficult.
Many commune Party committees in Nam Dan have focused on and implemented various measures to develop Party members, such as assigning Party membership development targets to Party branches; and assigning responsibility to mass organizations to mobilize and create a pool of potential members for training.
This includes focusing on youth union members and graduates returning to their localities; prioritizing their placement in positions at the hamlet and commune levels, such as secretaries of youth union branches and associations, and part-time commune officials, thereby creating a pool of qualified personnel for the communes.
Thanks to the efforts and determination of the Party branches and the Party Committee, and under the guidance of the District Party Committee, the annual targets for admitting new Party members in Nam Dan have been met. In 2016 alone, the entire Party Committee admitted 203 new members, and in the first seven months of 2017, 129 new members were admitted.
Comrade Nguyen Xuan Dung - Deputy Head of the District Party Committee's Organization Department, stated: Recognizing the practical difficulties facing Party development work, during the 2015-2020 term, the Nam Dan District Party Committee continued to issue two resolutions, including solutions to strengthen Party member development, while also assigning responsibility to the Fatherland Front Committee and other mass organizations to build a pool of potential candidates for Party membership.
In conjunction with that, the implementation of the Provincial Party Committee's Plan No. 5155 on the development of Party members and Party organizations in private enterprises and foreign-invested enterprises in the province will continue; and the implementation of the Provincial Party Committee's Plan No. 01/DA-TU/2016 on building Party branches and developing Party members in hamlets and villages that do not yet have Party branches or Party members, and in hamlets and villages at risk of no longer having Party branches, will be issued for the period 2016-2020.
The District Party Committee also regularly reviews and supervises the work of developing Party members in each Party committee, promptly commending active Party committees while criticizing and reminding those that are weak in developing Party members...
The task of developing Party members at the grassroots level is always an urgent requirement to increase the strength and intelligence of grassroots Party organizations, and to actively participate in concretizing the resolutions of the Party at all levels into life.
