SERIOUSLY ACCEPT THE OPINIONS OF THE PROVINCIAL COUNCIL DELEGATES

Speaking at the question and answer session, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that the opinions of the Provincial People's Council delegates were very frank, profound, comprehensive and had many proposed solutions to help the Provincial People's Committee in directing, operating and implementing tasks under the authority and duties of the Provincial People's Committee, as well as affiliated departments and branches.

In addition, the questions are all very topical issues that voters and people are interested in. They demonstrate the responsibility and dedication of the Provincial People's Council delegates to the overall development of the province.

Assessing the new highlights in the question-and-answer session of the 17th session of the 17th Provincial People's Council, comrade Nguyen Duc Trung said that this question-and-answer method will enhance the responsibility of the Provincial People's Committee, relevant departments, branches and localities in proactively preparing the answer content and proposing solutions to resolve and handle the issue.

Through questioning, the provincial People's Council delegates also pointed out the existing problems in many areas such as: land use planning, construction planning, mineral exploitation, urban planning, land management, compensation for site clearance, forest management, environment, power grid return, slow-progressing projects, social security, obstacles and difficulties after merging communes, hamlets, and villages...

The Chairman of the Provincial People's Committee said that the issues raised by the Provincial People's Council delegates have been explained by the departments and branches, and solutions have been proposed for handling. However, there are explanations that have not met the wishes and aspirations of the Provincial People's Council delegates, as well as voters in the province. Therefore, the Provincial People's Committee seriously accepts all the issues raised by the Provincial People's Council delegates and voters, in order to continue to propose solutions to resolve and handle them in the coming time.

STRIVE TO ACHIEVE THE HIGHEST GOALS AND TARGETS

Reporting on some contents and orientations for socio-economic development of the province in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the socio-economic results achieved in 2020 were due to the leadership and direction of the Provincial Party Committee, the coordination and supervision of the Provincial People's Council and the direction of the Provincial People's Committee, and especially the consensus of all levels, sectors, and the unanimity of businesses and people.

Comrade Nguyen Duc Trung emphasized that the Resolution of the 19th Provincial Party Congress set the development target for the next 5 years as growth from 9.5-10.5%; by 2025, the province's budget revenue will reach 26,000-30,000 billion VND; average income per capita will be 83 million VND and said that the goals, targets and tasks in the coming time are extremely challenging.

Right from 2021, the first year of the term, the province will have to face challenges and difficulties, especially the prolonged impact of the Covid-19 pandemic. Therefore, according to the head of the Provincial People's Committee, implementing the goals and tasks of the term right from the first year of the term has encountered difficulties.

Based on careful calculation and consideration, the province sets a growth target of 7.5-8.5% for 2021; budget revenue in 2021 is 14,032 billion VND; average income per capita is 49 million VND. Compared to the target of the entire term, it is lower, but the Provincial People's Committee determined that this is still a big challenge in the context of many difficulties ahead. However, the Provincial People's Committee commits to make efforts and determination to achieve the highest goals and targets in 2021.

7 KEY TASKS

In addition to the groups of tasks and solutions mentioned in the report submitted to the Provincial People's Council, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized a number of key contents to strive to complete the goals and targets of 2021, as well as the goals and targets of the 2021-2025 term.

The first, right after the Provincial People's Council meeting and in December 2020, the Provincial People's Committee will deploy the socio-economic plan, budget plan for 2021 and immediately implement the Resolutions approved by the Provincial People's Council. In each month and quarter, the Provincial People's Committee will develop an operational scenario to have a basis to strive to achieve the set goals and targets.

Monday, associated with implementing the goals of the Resolution of the 19th Provincial Party Congress, on the basis of the Action Program of the Provincial Party Executive Committee that has been approved, the Provincial People's Committee will approve the Action Plan of the Provincial People's Committee and will start implementing it as soon as the Action Plan is issued, this is the basis for the entire term 2021-2025.

Thursday, The Provincial People's Committee will strongly improve the investment and business environment, reform administrative procedures to attract many investment projects, attract key projects. The Provincial People's Committee's viewpoint is to accompany investors from the beginning of research until the project comes into operation. And departments, branches, and localities must be proactive and responsible in removing difficulties and obstacles for investors. The province will have to proactively provide necessary conditions for land, infrastructure, and human resources.
