PV:Dear comrade, in your new position as Secretary of Nghe An Provincial Party Committee, being a candidate for the 14th National Assembly in your home province, what are your feelings?

Comrade Nguyen Dac Vinh:As a member of the 13th National Assembly, I have had the opportunity to approach and participate in the forums and activities of the National Assembly as the First Secretary of the Central Youth Union, representing the young generation of the whole country. Currently, I am honored to be assigned by the Party to be the Secretary of the Nghe An Provincial Party Committee and allowed to run for the 14th National Assembly, which is a good opportunity for me. If elected, firstly, in the conditions and requirements of practice, participating in the direction and management of the province will help me discover shortcomings and limitations, so that when there are points that need to be contributed, the National Assembly's decisions for the locality will be more accurate and of better quality. Secondly, as a member of the National Assembly, at this forum, I will be able to discuss and listen to opinions on important decisions, so that when implemented locally, they will be more effective.

PV:Before becoming a delegate of the 14th National Assembly, in your position as Provincial Party Secretary, what were your concerns and plans?

Comrade Nguyen Dac Vinh:As the Provincial Party Secretary, I must first work with the Provincial Party Standing Committee and the Provincial Party Executive Committee to effectively implement the Party Resolutions at all levels and Resolution 26 of the Politburo on the development direction of Nghe An until 2020. Thus, it is necessary to mobilize the combined strength of the entire political system; it is necessary to have solidarity and consensus among all classes of people; and the important task is to attract large investors to the province, creating conditions for Nghe An to have the opportunity to develop strongly.

In particular, focusing on three strategic breakthroughs, for Nghe An, I consider human resource development to be the top priority. With the advantage of a province with a revolutionary tradition and a love of learning, it is necessary to focus on investing in human resources to have a good foundation for development. Secondly, continue to invest in completing technical infrastructure, creating favorable conditions for investors inside and outside the province to do business effectively, contributing to the provincial budget. Thirdly, thoroughly reform administrative procedures, ensure a public service administration that is friendly to the people, serving the people according to the motto of being quick but strict...

PV:If elected as a delegate to the 14th National Assembly, what will be the focus of your action program?

Comrade Nguyen Dac Vinh:If I am elected by voters as a deputy of the 14th National Assembly, I will make greater efforts to continue to fulfill my role as a people's representative. First of all, I must grasp the legitimate thoughts and aspirations of the people to actively convey them to the National Assembly forum, contributing to the consideration of those thoughts and aspirations by the National Assembly and the Government to become policies and guidelines to serve the people's lives. To perform well the function of a National Assembly deputy, I myself must spend a lot of time in the field to grasp the reality, understand the thoughts and aspirations of the people, and fulfill the responsibility of representing the legitimate thoughts and aspirations of the people on the National Assembly forum.

The general issue that I am particularly interested in recommending to the National Assembly will be about key economic programs to generate revenue, improve social welfare for the people; develop marine economic models, support fishermen in coastal provinces and districts. At the same time, focus on innovating agricultural economic models, helping people to eliminate hunger and reduce poverty sustainably; improve policies for people with meritorious services in mountainous areas and difficult areas. It is also about participating in contributing to decisions to constantly consolidate and promote the strength of the great national unity bloc; strengthen national defense, ensure political security, social order and safety.
