Regarding serious violations in the Formosa marine environmental incident, the Secretariat has decided to issue a warning to Mr. Nguyen Minh Quang - former member of the Party Central Committee, former Secretary of the Party Committee, former Minister of the Ministry of Natural Resources and Environment; to discipline and remove Mr. Bui Cach Tuyen and Mr. Nguyen Thai Lai from their positions as members of the Party Committee of the Ministry of Natural Resources and Environment for the 2011-2016 term; to discipline and remove Mr. Vo Kim Cu from his position as member of the Standing Committee of the Provincial Party Committee for the 2005-2010 term and the 2010-2015 term (including removal from the positions of Secretary of the Party Committee of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Secretary of the Ha Tinh Provincial Party Committee according to regulations).
The Secretariat requested the Government Party Committee to direct the implementation of corresponding administrative discipline according to regulations for the Ministry of Natural Resources and Environment, Mr. Nguyen Minh Quang, Bui Cach Tuyen, Nguyen Thai Lai, and Vo Kim Cu.

Serious and responsible handling
Speaking with VOV.VN reporter, Associate Professor Dr. Nguyen Trong Phuc - former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics) said that the violations and shortcomings of the above officials have caused very serious consequences for the environment and people's lives, causing social outrage, so the decision of the Secretariat to take such disciplinary action is very serious and responsible.
“The removal of Mr. Vo Kim Cu from all his previous positions, as well as the disciplinary warning of Mr. Nguyen Minh Quang, affirms the strictness of Party discipline. Anyone who violates must take full responsibility and the disciplinary form does not exclude those who have retired or transferred jobs. That is something that the entire Party should be aware of so that there is no safe landing,” Mr. Phuc emphasized.
According to Mr. Phuc, when deciding on a form of discipline for a cadre or party member, especially those with important responsibilities, the Central Committee has considered very carefully. Discipline is not only for those who are subject to discipline but more importantly, it strictly upholds Party discipline and State laws and also has educational and deterrent significance for those in office. And through disciplinary action, it also enhances the sense of responsibility of each leader and manager, especially those in high positions.
Mr. Le Nhu Tien - former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children said that the Secretariat's conclusion on handling officials, especially leaders involved in the marine environmental incident in 4 central provinces, is serious. The decision to discipline the above officials demonstrates the political determination of the Party and State in preventing and combating negativity and corruption, and strictly handling officials, civil servants, and leaders of agencies and organizations at any level.
“The conclusion of the Secretariat also affirmed that we will strictly handle the matter from the Party to the government. The handling of Mr. Vo Kim Cu - former Secretary of the Ha Tinh Provincial Party Committee, Mr. Nguyen Minh Quang - former Minister of Natural Resources and Environment is very appropriate. The Party has come to such a conclusion, so the government must also take further steps. Regarding Mr. Nguyen Minh Quang, although he has retired, he must still be held accountable to the end, especially during his time in office,” said Mr. Le Nhu Tien.

According to the delegate with many strong statements in the parliament, not only must the two heads of local and central state management agencies on the environment be disciplined, but it is also necessary to continue to deal with officials at other levels who have shown signs and behaviors of irresponsibility causing serious consequences, not protecting but also abetting the pollution of the marine environment in the central provinces.
“Although the handling of this case is unprecedented, with the great political determination of the Party and State, we can overcome any obstacle. What obstacle is greater than the one we have overcome is to affirm that we strictly follow the law on environmental protection. That is also the determination in Party discipline, not excluding any position, no matter who the person is, if there is a violation. I am confident that we will do a good job of handling the right person, the right job, the right violation, and that person must be responsible before the law and before the regulations of the Party and State,” said Mr. Tien.
Regarding the serious shortcomings of Mr. Vo Kim Cu, some voters recommended that he should resign from the position of Chairman of the Vietnam Cooperative Alliance and that the National Assembly should also consider Mr. Cu's qualifications as a deputy of the 14th National Assembly. Mr. Tien said that this was a legitimate wish of voters as well as public opinion.
“How he behaves is up to Mr. Cu. It is best to apologize to the people when he sees that he has made mistakes and be cultured, as there have been people in high positions who have resigned when they saw that they were no longer suitable for that position. Regarding Mr. Cu's qualifications as a National Assembly delegate, we also need to wait for the National Assembly Standing Committee to consider and present it to the National Assembly at the nearest session,” Mr. Le Nhu Tien expressed.
Agreeing with this view, Mr. Nguyen Trong Phuc also said that considering removing Mr. Cu from his position as a National Assembly delegate as well as other positions is only a matter of time.
“The Party concluded that Mr. Cu committed serious violations, so he is certainly no longer qualified to represent the will and aspirations of the people. Of course, no one wants to be disciplined, but whoever does wrong and to what extent must take responsibility and strictly comply with Party discipline and State laws to maintain national discipline and law,” Mr. Phuc analyzed./.
