Hoa is a subject with a criminal record for "Gambling". She turned her own house into a "bunker" to set up a gambling den to collect "money" and satisfy her "gambling blood". To ensure the safety of the "gamblers" as well as to facilitate monitoring and responding to the police force, Hoa built a very solid system of windows and ventilation holes with 2 layers of iron bars on the outside, and arranged powerful "assistants" such as cameras, fierce dogs... to keep watch.
