- Well, that is, once you retire and receive your pension book, it is considered a "safe landing". Especially in "sensitive" and "complicated" positions, or at least in places where you have to "manage" and "be flexible" passively or actively, or to put it bluntly, if you do something wrong in terms of principles, regulations, or laws... you are considered to have a secure position when you retire.
Almost only incumbents are subject to inspection, investigation, and handling of violations in management. Once retired, it is considered as... "everyone is in harmony", no longer having to bear any responsibility...

- Because the unwritten rule of retirement is “safe landing”, many people have the mentality of “going all in” when they are about to retire. Many people have been exemplary, principled, and conservative throughout their career. When they are “in the late afternoon”, close to retirement, around the age of 59, they have the mentality of “grabbing”. Such as appointing people en masse, organizing purchases and spending against principles, having erratic living, poor management… It creates a syndrome that everyone is fed up with, and people call it “59 syndrome”.
- Now it must be different, the 59 syndrome must end!
- Why?
- Well, recently at the Central level, some people with high ranks and positions, including ministers, even though they have retired, were still severely disciplined for violations committed while in office.
- That's right, these "big cases" are of great concern and high sympathy to officials, party members and public opinion. Because everyone must live and work according to the law, everyone must be equal before the law. There is no basis to consider retirement as safe, not having to bear responsibility before the law.
- Thus, discipline is restored and the law is enforced. This further strengthens the belief in the strengthening of party building and rectification that the entire party is carrying out.
- Because breaking the unwritten rule of retirement is a “safe landing”, it also alarmed many other people who are about to retire. Surely all levels and everyone must look at the major cases that we have strictly handled to warn themselves, correct themselves, and not follow the same path of “59 syndrome” as before.
