Launching emulation campaign to enrich and clean up national land database in Nghe An province

On the afternoon of October 15, under the chairmanship of Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, the Steering Committee for implementing the campaign to enrich and clean up the national database on land in Nghe An province held a meeting to assess the implementation situation, implementation results, discuss solutions to remove difficulties and problems arising in the past time and deploy plans in the coming time.

Also attending were representatives of provincial departments, branches and sectors. The conference was connected online with 130 wards and communes in the province.

Initial results

Implementing Plan No. 515/KH-BCA-BNNMT dated August 31, 2025 of the Ministry of Public Security - Ministry of Agriculture and Environment, in the past time, the Department of Agriculture and Environment of Nghe An has proactively and promptly advised the Provincial People's Committee on decisions to establish the Provincial Steering Committee, the Working Group of the Provincial Steering Committee; issued the Plan of the Provincial People's Committee on the implementation of the task of building and perfecting the land database in Nghe An province. The People's Committee of Nghe An province has directed the People's Committees at the commune level to focus on implementing the campaign to enrich and clean up the national land database in Nghe An province.

In addition, the Department of Agriculture and Environment has directed the People's Committees at the commune level to carry out campaign propaganda work locally. Up to now, 130/130 communes and wards have established steering committees, working groups, and issued implementation plans in the area.

Up to now, the volume of land plots that have not yet built a land database in the whole province is still very large. At the end of June 2025, the Department of Agriculture and Environment has conducted a reconciliation of population data according to the 3-level government with the National Land Data Center, a total of over 2 million land user data has been built a land database.

By early October 2025, continue to cross-check population data according to the 2-level government with the Provincial Police, with a total of more than 3.33 million data on land users/homeowners needing to match information (an increase of more than 1.33 million land user data).

Information security and safety work is strictly implemented in affiliated public service units and commune-level authorities.

Launching emulation between wards and communes

Concluding the meeting, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh emphasized: Completing the national database on land, ensuring "correct - sufficient - clean - living" is very important. This is the basis for improving State management of land; promoting digital transformation in the Agriculture and Environment sector; increasing information transparency, effectively promoting socio-economic development.

At the same time, support planning and sustainable development based on analysis and forecasting of land use demand as well as monitoring of land fluctuations; better serving people and businesses.

Appreciating the efforts of departments, branches and localities, the Vice Chairman of the Provincial People's Committee also requested to learn from experience in assigning work and responsibilities to members of the steering committee; overcome some shortcomings, working methods and closely follow the direction and guidance documents of the Central Government.

To ensure the progress of the Campaign to enrich and clean the national database on land in the province according to the set plan, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested communes and wards to concentrate and launch a competition movement between wards and communes to collect information to enrich and clean the national database on land in Nghe An province.

At the same time, build a detailed roadmap, time, clearly assign people and areas to implement; strive to complete by November 15 to "enrich, revive, and clean up" the land database.

At the same time, localities should focus on doing a good job of propagating and disseminating the objectives of the Campaign to receive the cooperation and consensus of the people; minimizing the requirement for people to carry out cumbersome and unnecessary procedures; and need to have a plan to support people in photocopying and copying Certificates and citizen identification cards.

Regarding departments and branches, Comrade Phung Thanh Vinh requested the Department of Agriculture and Environment - the Standing body of the Provincial Steering Committee to advise on documents assigning tasks to each member of the Provincial Steering Committee and the working group of the Provincial Steering Committee; direct the public service units under the Department to send staff to guide and support the commune level in building the local land database. At the same time, the Department regularly urges the People's Committees at the commune level to promptly report to the Provincial Steering Committee at 4:00 p.m. every day to promptly remove difficulties and obstacles at the grassroots level.

The Provincial Police are responsible for presiding over and coordinating with the Department of Science and Technology, relevant agencies and units to closely coordinate with the People's Committees of communes and wards in collecting all types of land and housing certificates, identity cards, and citizen identification cards of land users and home owners.

The Vice Chairman of the Provincial People's Committee noted that during the campaign, agencies and units must ensure information security and network security in the process of collecting, building, completing, operating, connecting and sharing land databases.
