46 units found violating after public service inspection

According to the Provincial Inspectorate report, in 2018, the entire Inspectorate sector carried out 277 administrative inspections at 580 units (of which: 19 were transferred from the previous period, 258 were carried out during the period), including: 239 planned inspections and 38 unscheduled inspections. 252 inspections were completed, of which 252 inspections were concluded. There are currently 25 inspections in progress.

Through inspection, 359 inspected units were found to have violated with the amount of violation and recommended handling of 92,798 million VND (of which, recommended to recover 41.4 billion VND; recommended to reduce settlement value, reduce capital allocation and other recommendations of 51.384 billion VND); discovered violations and recommended handling of 19,817 m2 of land (of which, recommended to recover 7,674 m2 of land, recommended to other 12,143 m2 of land).

The result was 36.1 billion VND recovered for the budget, 6,370 m2 of land recovered for the State (including decisions carried over from 2017).

Through the inspection, it was also recommended to administratively handle 64 organizations and 147 individuals who violated the law. Transferred 02 cases to the investigation agency (01 case in Hoang Mai town and 01 case in Yen Thanh district).

During the year, the entire industry conducted 1,229 specialized inspections at 7,345 individuals and organizations. Through inspections, 2,617 decisions on administrative sanctions were issued against 2,298 individuals and 319 organizations with a fine of 11.1 billion VND, the amount of money for handling violated assets (confiscated in cash) was nearly 5.8 billion VND; more than 7 billion VND was collected. Focused mainly on the following areas: Transport; Agriculture & Rural Development; Natural Resources and Environment; Health; Industry and Trade; Science and Technology.

The Inspectorate conducted 63 public service inspections and inspected the responsibilities of leaders in implementing the law on inspection, complaints, denunciations and corruption prevention and control at 103 units.

Through public service inspections combined with law enforcement inspections, 46 units were found to have violated the law; recommendations were made to review and draw lessons from 110 organizations and 449 individuals who had violated the law in performing public duties (the main violations were completing assigned tasks behind schedule).

Through the settlement of complaints and denunciations, the inspection sector discovered violations and recommended the recovery of 4,768.7 million VND and 14,410m2 of land to the state budget, and the return of 141.5 million VND and 650m2 of land to citizens. 1,126.1 million VND was recovered for the state budget and 3.38 million VND was returned to citizens.

The authorities have also requested competent authorities to administratively discipline 19 individuals who committed violations, have handled 12 individuals, and protected the rights of 82 people.
