74 people were found to have declared their assets incorrectly, 14 cases returned gifts

This content is mentioned in the 2022 Anti-Corruption Report recently sent by the Government to the National Assembly.

The Government affirms that the work of preventing and combating corruption has always been led, directed and implemented resolutely, persistently, synchronously, comprehensively and methodically, with very high political determination, achieving many important results, leaving a good impression, spreading strongly throughout society as General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on preventing and combating corruption and negativity, affirmed that "the work of preventing and combating corruption has become an irreversible trend", receiving the consensus, response and high appreciation from cadres, party members and people, enhancing the position and prestige of Vietnam in the international arena.

Accordingly, publicity, transparency and accountability in the organization and operation of agencies and units, especially in areas prone to negativity and corruption, have had positive changes; timely announcement, publicity and press information on cases of public concern, results of inspections, audits, complaints settlement, denunciation handling, and corruption prevention and control in accordance with the law.

Ministries, branches and localities inspected 14,425 agencies, organizations and units on publicity and transparency (an increase of 39.71% compared to 2021), detected, corrected and handled 111 agencies, organizations and units that violated regulations.

Regarding the control of assets and income of people with positions and powers, up to now, 7,662 people have had their assets and income verified; 4,934 agencies, organizations and units have been inspected for the implementation of regulations on declaration and public disclosure of asset and income declarations.

"Through verification of assets and income, 74 people declared incorrectly, and were disciplined, reviewed, and handled according to regulations," the report said.

In 2022, 19 leaders were disciplined for their lack of responsibility for corruption (10 were criminally prosecuted, 1 was dismissed, 5 were warned, and 3 were reprimanded). The disciplinary action against leaders has had a deterrent effect, enhancing the role and responsibility of leaders in anti-corruption work at the agencies and units they are in charge of.

Conduct inspections of the implementation of the code of conduct of officials and civil servants at 8,975 agencies, organizations and units (an increase of 26.2% compared to 2021); promptly detect and correct violations and handle 477 officials, civil servants and public employees violating the code of conduct and professional ethics (an increase of 299 cases compared to 2021).

Notably, in 2022, there were 14 cases of returning gifts to the unit, with a total amount of 260.7 million VND. Of which: Da Nang 5 people with the amount of 131.1 million VND; Tra Vinh 2 people with the amount of 4.2 million VND; State Bank of Vietnam 5 people with the amount of 105.43 million VND and Ba Ria - Vung Tau 2 people with the amount of 20 million VND.

The Investigation Agencies in the People's Public Security have investigated 687 cases, 1,439 defendants for corruption crimes; of which: 436 new cases and 929 defendants were prosecuted (an increase of 105 cases, 177 defendants compared to the previous year's reporting period).

Regarding the recovery of corrupt assets, the total number of cases to be executed is 3,973, equivalent to more than nearly 90 trillion VND, of which the number with conditions for execution is nearly 43,600 billion VND; nearly 16 trillion VND has been executed (an increase of more than 11,895 billion VND, equivalent to an increase of 290.51% in money compared to 2021).

The Government and the Prime Minister have directed ministries, branches and localities to focus on strengthening state management of corruption prevention in the non-state sector. The State Securities Commission has deployed 25 inspection teams to conduct periodic inspections and 40 surprise inspection teams to conduct stock offerings, share repurchases, treasury stock sales, public tender offers, the performance of obligations of public companies, listed organizations, etc., and compliance with securities laws for public companies, securities companies and fund management companies.

The Investigation Police Agency of the Ministry of Public Security has prosecuted the case of “Stock market manipulation” occurring at FLC Group Joint Stock Company, BOS Securities Joint Stock Company and related companies; prosecuted the case of “Fraudulent appropriation of property” occurring at Tan Hoang Minh Group and related organizations and units./.
