At least, this is the easiest to see and feel when evaluating.
As a sector commander, have you advised and proposed the right and appropriate policies for the sector and field or are you completely passive in this story? Once there are institutions and policies, how do you monitor and inspect their implementation? These are the points that are often noted in evaluations.

The question is whether there are difficult and easy ministries, or whether there are ministries that manage sensitive and complicated sectors and fields such as education and health care? From the answers to these questions, the above-mentioned laws force us to consider the appropriate arrangement of commanders for these sectors in the future.
Perhaps there are no easy or difficult ministries. Ministers of any ministry must deal with state management of their sectors and fields nationwide, and must advise on correct and appropriate institutions and policies.
Is the Ministry of Planning and Investment a difficult or easy ministry? In the 2014 vote of confidence, Minister Pham Quang Vinh received 351 points for high confidence and 20 points for low confidence; Minister Nguyen Chi Dung this time received 162 points for high confidence and 97 points for low confidence. Obviously, the problem is finding the right person to run and command each ministry. To say suitable means to talk about the capacity, qualifications, and mettle in management and command of the commanders of each sector.
