Some limitations need to be overcome

Opening his speech directing the 27th Tuong Duong District Party Congress, term 2020 - 2025, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong shared the difficulties that the Party Committee and people encountered in the past term, related to natural disasters, epidemics, and many problems that existed after the implementation of hydropower projects.

However, the Party Committee and people of all ethnic groups in Tuong Duong district have promoted the spirit of solidarity, creativity, determination to innovate, strived to overcome difficulties, organized the implementation of the Resolution of the 26th District Party Congress, term 2015 - 2020, achieving many positive results in socio-economics, national defense - security, Party building and political system.

In addition to the achieved results, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong also frankly pointed out a number of limitations and shortcomings, requesting the Party Committee and government of Tuong Duong district to pay attention to overcoming them in the coming term.

That is, 12/29 targets of the Resolution of the 27th Congress have not been achieved. The district's economy has not developed sustainably, the structural shift is slow, and the strengths of forestry, livestock, aquaculture, and tourism have not been promoted to the highest level.

Some compensation and resettlement policies for hydropower projects have not been thoroughly resolved. Trade and services develop slowly compared to demand. The rate of trained workers is low, and poverty reduction is not sustainable.

Among the poor districts enjoying policies under Resolution 30a, Tuong Duong is a bright spot in building new rural areas, but the lives of ethnic minorities in remote, isolated, and border areas still face many difficulties.

Drug crimes, human trafficking, environmental crimes, etc. are still latent and unpredictable. The leadership capacity of Party committees; the effectiveness and efficiency of management and administration of the government, especially at the grassroots level in some areas, are still limited; the activities of the Fatherland Front and mass organizations, although having changed, have not yet met the requirements of the tasks in the new situation.

Expressing his high consensus and agreement on the directions, goals, targets, tasks and main solutions stated in the Political Report presented at the congress; Deputy Secretary of the Provincial Party Committee Nguyen Van Thong also oriented 7 key groups of issues for the Party Committee of Tuong Duong district in the 2020 - 2025 term, helping Tuong Duong soon escape from poverty by the end of the term.

Monday,Based on the actual situation of the district, the district Party Committee and government need to organize and effectively implement Notice No. 55-TB/TW, dated April 20, 2019 of the Politburo on the preliminary review of 5 years of implementing Resolution No. 26-NQ/TW, dated July 30, 2013 of the Politburo on the development of Nghe An province to 2020; at the same time, carefully study Resolution No. 88/2019/QH14, dated November 18, 2019 of the National Assembly on approving the "Overall project on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030" to review and calculate specific targets, tasks and solutions for socio-economic development of the district in the coming term to ensure that they are appropriate, accurate and highly feasible.

Tuesday,Continue to promote economic development and shift the economic structure appropriately. Focus on agricultural and rural development associated with the implementation of the national target program on new rural construction, especially in villages and hamlets.

Promote the restructuring of agricultural production, exploit advantages, increase the scale of concentrated commodity production associated with processing; develop high-tech agricultural production models with clean and safe products.

Improve product quality and value; prioritize and encourage the development of key plants and animals with high economic value in each region of the district. Develop livestock farming in the direction of commodities, farms, and family farms...

Do a good job of managing, exploiting and developing aquatic products in hydroelectric reservoirs. Focus on developing forest economy; review and consider converting some areas of exhausted forests for economic development.
