Deputy Prime Minister: Resolutely streamline staff

Perfecting the organization
One of the key tasks of the Home Affairs sector in 2018 focused on reviewing, perfecting, and reorganizing the organizational system of administrative agencies and affiliated public service units, which initially achieved positive results.
At the central level, ministries and branches focus on reviewing and adjusting functions and tasks to ensure no overlap or duplication; resolutely arranging and perfecting the organization within ministries and ministerial-level agencies.
Along with that, localities have actively and proactively reviewed, arranged, merged and consolidated a number of specialized agencies under People's Committees at all levels with functions and tasks similar to those of Party agencies in the spirit of Resolution of the 6th Central Conference, Session XII...

The management and use of staff are strictly implemented according to the regulations of the Party and the State; the work of streamlining staff continues to achieve important results, contributing to improving the quality of the staff, civil servants and public employees.
Accordingly, by 2018, the whole country had streamlined 40,500people compared to 2015 (2015 was 5,778 people; 2016 was 11,923 people; 2017 was 12,660 people; 2018: 10,139 people) according to Decree No. 108/2014/ND-CP.
At the conference, leaders of provinces and cities: Hanoi, Binh Thuan, Ha Tinh, Da Nang, Ho Chi Minh City, and the State Bank shared experiences in training and using cadres, arranging and innovating the management mechanism of public service units; building e-government, merging administrative units, etc.
Replace ineffective staff
Speaking at the conference, Deputy Prime Minister Truong Hoa Binh emphasized that in 2019, the tasks set for the Home Affairs sector are very heavy. Therefore, it requires all cadres and civil servants of the entire Home Affairs sector to unite and make efforts to comprehensively carry out all tasks.
In particular, focus on completing the draft Law amending and supplementing the Law on Cadres, Civil Servants and the Law on Public Employees; completing legal documents on cadre, civil servant and public employee management.

Deputy Prime Minister Truong Hoa Binh also requested to continue perfecting the organizational structure of the state administrative apparatus from the central to local levels; reorganizing agencies with similar tasks, arranging public service units; continuing to review and implement reasonable and effective decentralization and delegation of power of state administrative agencies.
On the other hand, the industry also needs to strengthen inspection and examination, promptly detect and resolutely handle violations in recruitment, planning, promotion, appointment, transfer and rotation of cadres; strengthen discipline, order and responsibility of leaders in State administrative agencies at all levels.

"Resolutely implement staff streamlining according to the proposed project and roadmap, improve the quality of cadres and civil servants," said Permanent Deputy Prime Minister Truong Hoa Binh, emphasizing the need to screen and replace ineffective workers from the State administrative apparatus.
In the emulation work, Deputy Prime Minister Truong Hoa Binh requested not to implement egalitarianism and formalism. The Home Affairs sector needs to do a good job of state administrative reform, building an effective and efficient administration.
