(Baonghean.vn) - This was the directive given by Comrade Truong Hoa Binh - Member of the Political Bureau, Standing Deputy Prime Minister of the Government - at the nationwide online conference organized by the Ministry of Interior on the morning of January 15th. Also attending and co-chairing the conference was Comrade Le Vinh Tan - Member of the Central Committee of the Party, Minister of the Ministry of Interior.

Strengthening the organizational structure
One of the key tasks of the Ministry of Interior in 2018 focused on reviewing, consolidating, and reorganizing the system of administrative agencies and public service units under its direct management, and initial results have been positive.
At the central level, ministries and agencies are focusing on reviewing and adjusting their functions and tasks to ensure there is no overlap or duplication; and are resolutely reorganizing and streamlining the internal structure of ministries and ministerial-level agencies.
In addition, localities have actively and proactively reviewed, reorganized, merged, and consolidated a number of specialized agencies under the People's Committees at all levels that have similar functions and tasks to Party agencies, in accordance with the spirit of Resolution 6 of the 12th Central Committee Conference...

The management and utilization of personnel quotas are carried out strictly in accordance with the regulations of the Party and the State; the downsizing of personnel continues to achieve important results, contributing to improving the quality of cadres, civil servants, and public employees.
Accordingly, by 2018, the whole country had streamlined its workforce by 40,500 people.People compared to 2015 (5,778 people in 2015; 11,923 people in 2016; 12,660 people in 2017; 10,139 people in 2018) according to Decree No. 108/2014/ND-CP.
At the conference, leaders from provinces and cities such as Hanoi, Binh Thuan, Ha Tinh, Da Nang, Ho Chi Minh City, and the State Bank of Vietnam shared experiences in training and utilizing personnel, restructuring and reforming the management mechanisms of public service units; building e-government, merging administrative units, etc.

Delivering a keynote address at the conference, Deputy Prime Minister Truong Hoa Binh emphasized that the tasks set for the Ministry of Interior in 2019 are very challenging. Therefore, it requires all officials and civil servants in the Ministry of Interior to unite and strive to achieve comprehensive results in all aspects of their work.
This includes focusing on finalizing draft laws amending and supplementing the Law on Cadres and Civil Servants and the Law on Public Employees; and perfecting legal documents on the management of cadres, civil servants, and public employees.

Deputy Prime Minister Truong Hoa Binh also requested the continued improvement of the organizational structure of the state administrative apparatus from the central to local levels; the reorganization of agencies with similar tasks, the rearrangement of public service units; and the continued review and implementation of rational and effective decentralization and delegation of power to state administrative agencies.
On the other hand, the sector also needs to strengthen inspection and supervision, promptly detect and resolutely handle violations in recruitment, planning, promotion, appointment, transfer, and rotation of cadres; and strengthen discipline, order, and responsibility of heads of state administrative agencies at all levels.

"We are determined to implement the downsizing plan and roadmap as set out, and improve the quality of the contingent of officials and civil servants," said Deputy Prime Minister Truong Hoa Binh, emphasizing the need to screen and replace those who work inefficiently in the state administrative apparatus.
In the emulation campaign, Deputy Prime Minister Truong Hoa Binh emphasized the need to avoid egalitarianism and formalism. He stressed that the Ministry of Interior should do a good job in state administrative reform and build an effective and efficient administration.
