Deputy Prime Minister Tran Hong Ha chaired a meeting on the draft Decree regulating rice-growing land.

On the morning of July 1, chaired by Deputy Prime Minister Tran Hong Ha, the Government held an online meeting with localities on the Decree detailing regulations on rice-growing land.

At Nghe An province, comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired the conference. Attending the conference were leaders of relevant departments, branches and sectors.

Recently, to implement the 2013 Land Law and the 2018 Law on Cultivation, the Government has issued 3 Decrees regulating contents related to the management and use of rice-growing land.

From there, create a strict, feasible and complete legal corridor in the management and use of rice-growing land, create conditions for flexible conversion of crop structure on rice-growing land, contribute to improving income and life of rice-growing people, contribute to ensuring national food security, social stability and socio-economic development.

However, during the implementation process, it was found that some provisions had shortcomings that were no longer suitable for practice and needed to be considered for revision and supplementation.

In order to complete the legal basis for management and use of rice-growing land according to the provisions of the 2024 Land Law and the 2018 Law on Cultivation, the Ministry of Agriculture and Rural Development is assigned to preside over and coordinate with relevant ministries, branches and localities to advise on the development of a Decree detailing regulations on rice-growing land.

The Draft Decree consists of 4 Chapters, 18 Articles and appendices. The Decree regulates the conversion of crop and livestock structures on rice-growing land; using part of the rice-growing land area to build works directly serving agricultural production.

Protect and use topsoil when constructing structures on land converted from rice-growing land; pay money to protect and develop rice-growing land; support policies for rice-growing land development.

At the meeting, representatives of central and local ministries and branches contributed many opinions to the contents of the draft Decree, surrounding the issues of criteria for determining rice-growing land that needs to be strictly protected and limited from conversion, conditions for constructing works directly serving agricultural production on rice-growing land, policies to support localities in rice production...

Speaking at the meeting, giving comments on the draft Decree, Vice Chairman of the Provincial People's Committee Nguyen Van De suggested that the Ministry of Agriculture and Rural Development should clearly define the areas and land areas specialized in rice cultivation for easy application in practice.

On the other hand, there should be a policy to prioritize investment in irrigation infrastructure in rice-growing areas and specific regulations on the construction of temporary houses on rice-growing land.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that this is a difficult Decree but is being awaited by people and businesses. Therefore, we must be determined to implement it to meet practical requirements and comply with regulations.

The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to receive comments from ministries, branches and localities; coordinate with ministries and branches to complete the draft and submit it to the Government for approval.

In the draft, the scope of regulation of the Decree must be close to and in accordance with the Law and related regulations; clarify criteria, have protection policies for farmers, support businesses producing and trading in fertilizers and pesticides...
