At 10 p.m. on September 7, Deputy Prime Minister Tran Hong Ha chaired the fourth meeting of the day of the Forward Command Center for Storm Prevention and Control No. 3, listening to reports and giving instructions on damage statistics and implementing measures to overcome the consequences of the storm in localities.

According to forecasts, by 2am on September 8, storm number 3 weakened into a tropical depression.
The northern provinces are having about 200 mm of rain, but the area of Quang Ninh and Hai Phong provinces will decrease rapidly. The rain will last in the northern plains, midlands and mountainous provinces until at least the end of September 8, while the northwestern provinces (Dien Bien, Son La, Lai Chau, Hoa Binh) may have rain until September 9.
Waves in the Quang Ninh and Hai Phong areas are generally 2-4 m high, with winds at level 7, gusting to level 8-9. By tomorrow, winds and waves will decrease to allow search and rescue operations for ships, boats, and people missing at sea.

Hai Duong province's leaders said that storm No. 3 made landfall from 3-6 p.m., with winds of level 11 and gusts of level 13, and an average rainfall of 100 mm. Stormy rain and gusts of wind have caused 105 medium voltage lines (22 kV, 35 kV) and 16 110 kV lines to have problems, causing about 500,000 customers to lose power. Hai Duong province is focusing on repairing and urgently restoring power to serve the statistical work, overcoming the damage, and operating a number of pumping stations in the districts of Binh Giang, Cam Giang, and Gia Loc.
Bac Giang and Bac Ninh provinces have reported to the Frontline Command Center about the flood situation caused by storm No. 3, storm prevention measures deployed, some damage to trees, houses, agricultural crops, etc.
The Deputy Prime Minister requested localities to focus on implementing measures to prevent and combat floods, flash floods, and landslides caused by heavy rain following the circulation of storm No. 3.
Hanoi: Storm kills 3, injures 8
According to a quick report from Hanoi, storm No. 3 killed 3 people, injured 8 people; 19 houses and kiosks had their roofs blown off; 7 cars were damaged; thousands of trees were broken; 1,700 hectares of rice were flooded... Up to now, the wind has slightly decreased, there is light rain. On the morning of September 8, forces will proceed to handle fallen trees, ensuring smooth traffic.

Deputy Prime Minister Tran Hong Ha said that at this point, it can be confirmed that storm No. 3 has weakened rapidly, and localities must urgently deploy work to overcome the consequences. Quang Ninh, Hai Phong, Nam Dinh, and Thai Binh provinces must urgently grasp the situation, closely coordinate with rescue forces, and rescue ships that drifted and sank in the storm, and people who are missing.
Localities must mobilize local forces to urgently clean up, count the damage, and support people to stabilize their lives and daily activities.
The Ministry of Industry and Trade directed electricity enterprises to assess damage, promptly restore the power grid, and coordinate power supply to important enterprises, industrial zones, and production clusters.
The Ministry of National Defense and the Ministry of Information and Communications directed telecommunications businesses to soon restore communication systems.
The Deputy Prime Minister reminded localities to continue to closely follow flood forecast information, flash flood risk maps, landslides, and not to be negligent, subjective, or lose vigilance. The Ministry of Industry and Trade and the Ministry of Natural Resources and Environment direct the operation of reservoirs, not to let floods pile up on floods.
