On the morning of November 3, under the chair of Vice Chairwoman of the National Assembly Tong Thi Phong, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Representative Agencies of the Socialist Republic of Vietnam Abroad. |
Participating in the discussion, delegate Tran Van Mao - Deputy Head of the National Assembly Delegation of Nghe An agreed on the necessity of amending and supplementing the Law on representative agencies of the Socialist Republic of Vietnam abroad, and at the same time proposed to study and supplement and edit a number of contents:
Firstly, regarding the scope of regulation and applicable subjects, it is necessary to review the amended and supplemented contents of the Law on Representative Agencies to be clearer, more specific and detailed. Regarding the regulations on expanding the subjects sent to work as representatives at Vietnamese representative agencies abroad, clearly stipulate the criteria for appointing ambassadors, the regime for members of representative agencies and family members, and the appointment and recall of ambassadors.
Second, in Clause 1, Article 17, it is necessary to stipulate that members of representative agencies must have sufficient qualifications, political, professional, technical, foreign language and experience appropriate to the requirements of the job. Avoid arbitrariness, because in practice, there are people who have only intermediate political qualifications and are studying at a higher level who are also considered for appointment as representatives abroad.
Regarding positions, delegate Mao proposed that at least the position of department head or equivalent or higher must be held to ensure the representation of Vietnam's position for those sent to Vietnamese representative agencies abroad.

Third, regarding the regular operating expenses of representative agencies, except for the expenses for the defense, security and trade sectors as prescribed by the Government. It is proposed to add specific regulations assigning responsibility to the management ministry in allocating regular operating expenses for the above-mentioned specific sectors abroad.
Fourthly, regarding the regime reserved for members of representative agencies for their spouses and minor children accompanying them, the current law does not yet stipulate a regime or policy to support and ensure insurance policies for members of representative agencies, so this draft stipulates that the state budget will cover all travel expenses for members of representative agencies whose spouses are sent to accompany them in case of the death of a relative during their term of office, which is reasonable, appropriate, and in line with the morality of the nation.
Fifth, in Article 34, it is necessary to strengthen coordination between delegations sent on overseas missions and representative agencies to unify management and contribute to improving the quality and effectiveness of foreign affairs activities. At the same time, in Clauses 1 and 2, Article 34 of the draft law, it is necessary to have more specific regulations on which level of delegations must report to ensure feasibility in practice.
