The Southern Ward of Vinh City pointed out problems in 5 urban area projects and requested the investor to handle them thoroughly.
5 projects "named" by Vinh Tan Ward People's Committee, pointing out the existing problems and limitations that require definitive handling include: Vinh Tan New Urban Area, Vinh Tan Ecological Urban Area, Long Chau Urban Area, Cua Tien New Urban Area, Vinh Tan Ward Residential Area.
According toPeople's Committee of Vinh Tan Ward, the Vinh Tan new urban area project (invested by TECCO Group Corporation Nghe An Branch) has many shortcomings and limitations. In this project, there are still CT2 apartments and 63/305 plots of land that have not been built. Meanwhile, the traffic system and drainage ditches are degraded and damaged, low-voltage power lines are stuck to lighting poles (Tecco Road No. 14, No. 12...); infrastructure construction documents are lost.


There are some construction projects with incorrect basic design, incorrect planning, and incorrect usage purposes (warehouses, restaurants, cafes, etc.) causing noise pollution, affecting the lives of households in urban areas.
In the urban area, there are some spontaneous garbage dumping sites causing environmental pollution, affecting the urban beauty. The situation of stopping and parking vehicles on the roadway, in the opposite direction, at the fire water intake location; heavy trucks, container trucks frequently entering and exiting the urban area affects traffic safety and fire prevention and fighting work.
In addition, the investor has not yet completed the handover of apartment maintenance fees to the Management Boards (Tan Phat Apartment, Tan Binh...); the coordination and information management of residents to collect and pay non-agricultural land use tax is still open, causing tax losses.
With the Urban Housing Project in Vinh Tan Ward (invested by Trong Dong Real Estate Joint Stock Company and Him Lam Nghe An Joint Stock Company), the work of leveling the ground and building infrastructure is slow and fragmented.

The project investor lacked initiative and determination in investment, and did not actively coordinate with the ward People's Committee to resolve problems for a long time, affecting the investment quality. The prolonged project affected the economic development of the locality in particular and Vinh city in general. According to the investor's commitment to complete the cultural house project in 2023, construction has not yet begun.
The Cua Tien Urban Area Project (invested by Danatol Joint Stock Company) also has many problems. That is, the apartment building - area 2 has not been built yet; 207/600 adjacent houses have not been built yet; the infrastructure construction of the resettlement area has not been completed. The progress of investment in the construction of Ho Huu Nhan Street and related infrastructure items is still slow, or has not been invested yet; the work of clearing the land for 39 households south of Cua Tien Bridge is slow.



At the Cua Tien Urban Area project, there are still constructions that violate planning and basic design; people encroach on open spaces, affecting the aesthetics, fire prevention and fighting, and urban civilization. In addition, coordination and information on tax payment for non-agricultural land use have not been given attention.
Long Chau Urban Area Project (invested by Lung Lo 2.1 Joint Stock Company) currently has an 18-storey apartment building; 38 lots/157 lots, a cultural house and a project management office building that have not been invested in construction. The project has been inspected by the Provincial People's Committee and agreed to be extended, but to date there has been no decision to extend.


At Long Chau Urban Area Project, there are also construction works that are not in accordance with the basic design after being granted a land use right certificate; and a number of waste dumping sites are forming, causing environmental pollution.
Vinh Tan Ecological Urban Area Project (invested by Handico Vinh Tan Company) has about 14,000m2 left2In Tan Phuong block and 3 households at the end of Luc Nien street have not been cleared yet. In the urban area, there are some security and order problems such as teenagers gathering to race; trucks entering the urban area, there are thefts, car break-ins... In addition, state management work is affected by the determination and division of administrative boundaries between Vinh Tan and Trung Do wards.

Pointing out the shortcomings and limitations of the above 5 urban area projects, Vinh Tan Ward People's Committee requested investors to make plans for construction of unbuilt works. Therein, clarify the responsibility of presiding over and coordinating construction of individuals and organizations to urge and commit to implementation; report to the Ward People's Committee on implementation before the 25th of each month. Strictly comply with construction in accordance with the planning and basic design approved by competent authorities.
Request to summarize and report all cases of violations of construction activities to the Ward People's Committee before September 20, 2024. Provide a list (Full name of household owner, address; Land plot information with a copy of the land use right certificate, phone number) that have completed the issuance of Land Use Right Certificates for the Ward People's Committee to review and deploy the establishment of a non-agricultural tax set, before August 30, 2024.
