Quan Bau Ward (Vinh City) requested to check for signs of violations at the adjacent housing - villa project.
The Lam Giang Residential Area - Townhouse Project in Quan Bau Ward (Vinh City) aims to exploit and use land funds effectively, contribute to urban beautification, and meet the housing needs of residents... However, on the land where the project is being implemented, a large-scale factory-like structure has appeared.
People "accused"
In mid-March 2025, Nghe An Newspaper hotline was opened by citizens of the ward.Bau RestaurantInformation, on the land of the housing - villa project located next to Namjangju Dasan road, there is construction activity with signs of violating the law.
The citizen said: “According to the planning, this land is to be used for a housing project. However, there is currently construction activity on it that resembles a factory. Therefore, we think there is illegal construction and improper land use. We request Nghe An Newspaper to pay attention…”.

Based on the citizen's information, we went to Namjangju Dasan Street, Quan Bau Ward, and found an empty plot of land several hectares wide, surrounded by an old wall. On this plot of land is a very large steel-framed house, surrounded by a system of billboards. Verification by Nghe An Newspaper reporters on March 29, 2025 showed that there are construction activities inside the house and outside the wall surrounding the plot of land.
According to the investigation, this land belongs to Block 5, Quan Bau Ward; Nghe An Forestry Joint Stock Company is the unit assigned by the State to manage and use. In April 2018, Nghe An Forestry Joint Stock Company was approved by the Provincial People's Committee for investment policy, changing the purpose of using the land to implement the Lam Giang Residential - Townhouse Project (Decision No. 3210/QD-UBND dated April 26, 2018). The goal of the project is to "Promote the potential and effectively exploit the existing land fund, contributing to the renovation of a civilized and modern urban area; meet the housing needs of Quan Bau Ward residents in particular, Vinh City and Nghe An Province in general; create jobs for workers, create income for businesses and pay to the state budget".
At the same time, in Decision No. 3210/QD-UBND, the Provincial People's Committee requires Nghe An Forestry Products Joint Stock Company, as the investor, to establish a detailed plan at a scale of 1/500 in accordance with the functional zoning of the zoning plan, and organize the technical infrastructure system to ensure reasonable connection with the infrastructure system of the area. "Require the design and construction of works and houses to ensure modern and synchronous landscape architecture before transferring to secondary investors according to the provisions of law on real estate business (not allowed to divide plots for sale)" - the Provincial People's Committee emphasized in Decision No. 3210/QD-UBND.

On November 6, 2018, by Decision No. 4931/QD-UBND, the Provincial People's Committee approved the detailed construction planning at a scale of 1/500 of Lam Giang Residential - Townhouse Area in Quan Bau Ward, Vinh City.
According to this decision, the project has a total area of up to 21,405.22m2, divided into 2 areas (area No. 1 has an area of 18,096.60m2; area No. 2 has an area of 3,308.62m2); the North borders Namjangju Dasan Street, 18m wide, and a residential area; the South borders the land of Food Joint Stock Company and Company 473; the East and West borders the residential area of Block 5, Quan Bau Ward.

In terms of function, the Lam Giang Residential - Townhouse Project "is a residential area that has been invested in and built completely, ensuring the best living conditions for residents in the area"; in which, the land for housing construction is determined to include 100 lots, with an area of 13,131.86m22 (ratio 61.35%); traffic land area 7,147.05m2 (ratio 33.39%); land for green trees and sports has an area of 707.03m2 (rate 3.3%); land for construction of drainage ditch has an area of 419.28m2 (rate 1.96%).
Thus, from initial verification, it can be concluded that the citizen of Quan Bau ward's reflection that "at the residential - villa project adjacent to Namjangju Dasan street, Quan Bau ward, there is a factory building with signs of violations" is well-founded.
Ward involved
According to Chairman of Quan Bau Ward People's Committee Tran Hoang Tuan, this incident was discovered and inspected by the ward according to its authority.
Mr. Tran Hoang Tuan said: “In mid-January 2025, the ward discovered that on the land where the Lam Giang Residential - Villa Project was being implemented, there were construction activities with signs of violating the law. According to the assigned functions and authority, the Ward People's Committee inspected and then sent a report to the higher level…”.

Accordingly, on January 17, 2025, the People's Committee of Quan Bau Ward issued Document No. 98/UBND-DT on "conducting inspection of construction management work in Quan Bau Ward" to the Vinh City Urban Order Management Team.
Document No. 98/UBND-DT states: “Through inspection of urban order and construction order in the area on January 16, 2025, the People's Committee of Quan Bau Ward discovered and made a record of the current status of the land at the address of Lane 63, Nguyen Canh Hoan Street - Nghe An Forestry Products Joint Stock Company is organizing construction. The current status of the project is 1 steel frame house and 1 house built with reinforced concrete brick columns.
Pursuant to the Regulations on coordination in construction order management in Vinh city issued together with Decision No. 1091/QD-UBND dated March 5, 2021. Quan Bau Ward People's Committee requests the City Urban Order Management Team to preside over and coordinate with the Ward People's Committee to inspect to ensure construction order management according to regulations".
According to Chairman of Quan Bau Ward People's Committee Tran Hoang Tuan, after receiving Document No. 98/UBND-DT, the City Urban Order Management Team organized an inspection and sent a report to Vinh City People's Committee.
Further investigation, also in Quan Bau ward, there was a case of construction of some sports facilities on green land, public sports land of Golden City 10 Residential Area project (block 1 area) for business purposes. From the inspection of construction order, Quan Bau ward People's Committee discovered and determined that there were signs of planning violations, land use for the wrong purpose.

Therefore, on November 26, 2024, the People's Committee of Quan Bau Ward issued a document requesting the Vinh City Urban Order Management Team to organize an inspection according to regulations.
