Que Phong: Installing surveillance cameras for civil servants in offices
(Baonghean) - One of the measures that the mountainous district of Que Phong has applied to improve the efficiency of public service performance and change the working style of its staff is the installation of surveillance cameras.

The surveillance camera system is installed at 4 locations at the District People's Committee headquarters: the entrance gate, the parking lot, the one-stop shop, and the reception room. The 4 cameras are connected to monitoring screens located in the offices of the leaders, including the Chairman of the District People's Committee, the Chief of Office, and the Head of the Internal Affairs Department.
Initially, when some cases of lateness, early departure or absence without reason were discovered, the leaders issued warnings; in case of repeated violations, disciplinary measures will be taken and all evidence will be extracted from the camera. Comrade Luong Van Khue - Head of the Internal Affairs Department of Que Phong district said: "Installing cameras at the office has helped cadres and employees of the People's Committee gradually raise their awareness of observing working hours, strictly implementing the contents of amending working methods and administrative reforms that the district has proposed. Since then, the implementation of Directives 17-CT/TU, Directive 10/2013/CT-UBND and Directive 26-CT/TW at the District People's Committee has become increasingly effective".
Chairman of Que Phong District People's Committee - Comrade Le Van Giap added that, in the beginning of implementation, there were still some cases of violations of working hours, absences without reporting and all of those violations were promptly caught and reminded by the leaders. Up to now, the awareness of staff has become disciplined, there have been almost no violations, and work efficiency has also been improved accordingly.
From raising the sense of responsibility for performing public duties of the staff of the District People's Committee, it has spread to the team of commune-level staff through comrades in charge of assigned areas and fields through inspections, urging, and directing the grassroots in implementing directives on administrative reform and amending working methods.
Specifically, from the beginning of 2016 to now, the District People's Committee has inspected 21 times in 8 communes and 13 departments, units of 100% of the People's Committees of communes and towns on the construction, amendment and supplementation of the Office Culture Regulations, specifying the contents of Directive 17-CT/TU, Directive 10/2013/CT-UBND. In general, the work of discipline and administrative discipline in agencies and units has been tightened, the awareness and responsibility for performing public duties and tasks of cadres, civil servants and public employees have been significantly improved.
On July 17, the provincial interdisciplinary inspection team on the implementation of Directive 17-Ct/TU and Directive 26-CT/TW conducted a surprise inspection at the People's Committee of Que Phong district and also recorded the strict compliance with working hours and reporting of work schedules of the officials and employees of the People's Committee of Que Phong district, with no cases of being late for work or being behind schedule.
In addition, the camera system is also a tool to help ensure security and order. At the District People's Committee at the end of 2016, when an agency official reported that his motorbike was stolen, after extracting the camera, it was found that his family came to take the motorbike home first. Officials and civil servants of the Que Phong District People's Committee all jokingly said that "every move" could not escape the "divine eye".
