According to our research, previously, Nghe An Mountainous Trade Joint Stock Company (the management unit of Que Phong Trade Center) was approved by the Provincial People's Committee to plan to build a modern, high-rise trade center, but this unit did not follow the plan but built many small kiosks for people to rent, especially on the road leading to the Kindergarten.Kim Son town. Mr. Hoang Trung Cuong - Chairman of Kim Son Town People's Committee said: The town has issued many documents and plans to clear spontaneous markets, clear violations of road and sidewalk traffic safety corridors, however, because the households gave the reason that they still have contracts with Que Phong Trade Center, it cannot be completely resolved.
Mr. Cuong also shared that recently, there were cases of Covid-19 infection in the community in the district, the locality organized forces to inspect, control, and even blockade the spontaneous market, but after the blockade period ended, people returned to trade. Currently, the district has also given the town a deadline of December 31, 2021 to complete the clearance of this spontaneous market.

According to the report of the People's Committee of Que Phong district, there are currently 19 small traders renting business booths at Que Phong Commercial Center who have not complied with the notices of Nghe An Mountainous Trading Joint Stock Company regarding the liquidation of the booth rental contract, returning the booths and continuing to do business at the kiosks along the inter-commune road leading to Kim Son Town Kindergarten.

On October 21, 2021, Que Phong District People's Committee had a working session with the management unit of Que Phong Commercial Center and related departments and offices.
At this meeting, the Chairman of Que Phong District People's Committee allowed to extend the closure time of stalls and kiosks currently rented for business in this area until December 31, 2021.
