National Assembly sets GDP growth target for 2023 at about 6.5%

(Baonghean.vn) - On November 10, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued the 4th Session Program of the 15th National Assembly to consider, approve and discuss draft laws and resolutions submitted to the session.

On the morning of November 10, the National Assembly voted to pass the Law on Implementing Democracy at the Grassroots Level with 443 deputies in favor, accounting for 88.96%. The Law on Implementing Democracy at the Grassroots Level was promulgated to institutionalize the Party's policies and guidelines related to democracy at the grassroots level in Directive No. 30-CT/TW, Conclusion No. 120-KL/TW, Conclusion Notice No. 160-TB/TW of the Politburo and Resolution of the 13th National Party Congress, which emphasized the motto "people know, people discuss, people do, people inspect, people supervise, people benefit". This is a difficult Law project, with specific characteristics in the political and legal institutions of our State, with a comprehensive scope of regulation and impact on all aspects of economic and social life.

Next, the National Assembly discussed the draft Law on Cooperatives (amended) on a number of contents with different opinions such as: the name of the draft law, the establishment of the Cooperative Federation, the position and role of the Cooperative Union, forms of cooperative organization, accounting and auditing of cooperatives.

The amendment of the Law on Cooperatives aims to supplement and perfect regulations on collective economy, protect legitimate interests and improve income and quality of life of members of collective economic organizations, contributing to promoting the development of collective economy, together with the state economy to become a solid foundation of the national economy.

On the afternoon of November 10, the National Assembly voted to pass the Resolution on the Socio-Economic Development Plan for 2023 with 465 National Assembly deputies participating in the vote, accounting for 93.37% of the total number of National Assembly deputies. Accordingly, one of the important goals approved is that the country's GDP growth rate in 2023 will reach about 6.5%; GDP per capita will reach about 4,400 USD; and the average consumer price index (CPI) growth rate will be about 4.5%.

The GDP growth target for 2023 is built on the basis of analysis and forecast of the domestic and international situation, taking into account favorable and difficult factors of 2023, closely following the orientation, goals and tasks of the 5-year Socio-Economic Development Plan for the period 2021 - 2025.

Next, the National Assembly discussed in the hall the draft Law on Consumer Rights Protection (amended) related to the following contents: It is necessary to clarify the concept of consumers; have detailed regulations on direct sales and multi-level sales; aim for effective and timely solutions to institutionalize the form of consumer protection; consumers must be responsible before the law for information about products and goods; expand the vulnerable groups that need priority protection in the draft Law.

The amendment of the Law on Consumer Rights Protection aims to institutionalize the Party's policies, overcome the shortcomings and limitations of current laws, adapt to the new business environment, meet integration requirements, comply with international commitments, protect the rights and legitimate interests of consumers, and improve the effectiveness and efficiency of State management on consumer rights protection.
