The National Assembly discussed the implementation of policies and laws on planning work.
(Baonghean.vn) - On May 30, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, after listening to the Report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on planning since the Law on Planning took effect, the National Assembly discussed in the hall.

PROPOSAL TO IMPROVE THE QUALITY AND PROGRESS OF PLANNING
At the First Session, the 15th National Assembly issued Resolution No. 09/2021/QH15 dated July 25, 2021 on the Supreme Supervision Program in 2022 and Resolution No. 19/2021/QH15 dated July 27, 2021 establishing a Thematic Supervision Team "Implementation of policies and laws on planning since the Law on Planning came into effect" to comprehensively and objectively assess the implementation of the Law on Planning by the Government, ministries, branches, localities, and relevant agencies, thereby proposing solutions to address existing problems and limitations, speeding up the completion of plans for the 2021-2030 period, improving the effectiveness of organizing the implementation of policies and laws on planning, contributing to perfecting the planning institution.
Presenting the report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on planning since the Law on Planning came into effect, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said: The Supervisory Delegation has developed an outline requesting the Government, relevant ministries, branches and People's Committees, People's Councils, and National Assembly delegations of 63 provinces and centrally run cities to report for supervision purposes. Due to the complicated developments of the Covid-19 pandemic, the Supervisory Delegation has organized working sessions with 11 ministries and 14 centrally run provinces and cities in both direct and online forms.

Chairman of the National Assembly's Economic Committee Vu Hong Thanh said: through supervision, the work of establishing, appraising, and approving the basic planning task has been basically completed; funding for planning has been carefully arranged.
However, there are still shortcomings and limitations in the implementation of policies and laws on national planning, regional planning, provincial planning, urban planning, rural planning, construction planning and district-level land use planning.
The monitoring delegation recommended that the National Assembly issue a Resolution to monitor the implementation of policies and laws on planning work and a number of solutions to remove difficulties and obstacles, improve quality and speed up planning progress.

The National Assembly discussed in the hall the implementation of policies and laws on planning work since the Law on Planning came into effect.
After a day of active and urgent work, 39 delegates gave their opinions and 1 debated opinion; representatives of the Government, the Minister of Natural Resources and Environment, the Minister of Industry and Trade, the Minister of Construction, the Minister of Agriculture and Rural Development, and the Minister of Planning and Investment spoke before the National Assembly.

Concluding the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong stated: the discussion content was comprehensive, the opinions were rich, profound, of high theoretical and practical value, demonstrating the interest, enthusiasm and responsibility of the delegates for the planning work; the discussion atmosphere was lively, frank, responsible and constructive.
The National Assembly deputies all highly appreciated the efforts, responsibility and determination of the Supervisory Delegation to successfully complete the purposes, requirements and tasks of the National Assembly's thematic supervision; at the same time, they highly appreciated the close coordination of the Government, Government agencies, the active and effective participation of the Vietnam Fatherland Front Committee, People's Councils and People's Committees of provinces and cities, the State Audit, experts, scientists and National Assembly deputies contributing to improving the quality of the National Assembly's supreme supervision, initially creating changes in the awareness and actions of all levels and sectors.

Through discussion, a number of National Assembly delegates expressed many valuable opinions to supplement the comments and assessments in the Supervisory Report and directly contributed opinions to the contents of the draft Supervisory Resolution; at the same time, the opinions of the Ministers explained and clarified further issues on State management in the assigned fields.
The Vice Chairman of the National Assembly emphasized that it is necessary to immediately overcome difficulties, obstacles and shortcomings to create favorable conditions for implementing socio-economic development tasks and ensuring national defense and security.
In addition, the National Assembly assigned the Government to summarize and comprehensively evaluate the implementation of the Law on Planning and laws and legal documents related to planning to propose amendments and supplements to planning and laws related to planning to meet the requirements of State management of planning work, ensuring consistency and unity of the legal system.

The National Assembly Standing Committee will direct the Supervisory Delegation to coordinate with relevant agencies to carefully study, fully absorb the opinions of National Assembly deputies and complete the contents of the draft Resolution to submit to the National Assembly for consideration and approval.
