New regulations on working party members maintaining contact with the Party organization and people in their place of residence
(Baonghean.vn) - The Politburo has just issued Regulation No. 213-QD/TW (dated January 2, 2020) on the responsibility of Party members who are working regularly to maintain contact with the Party organization and people in their place of residence. This regulation replaces Regulation No. 76-QD/TW dated June 15, 2000 of the 8th Politburo.

Accordingly, working party members have the responsibility to regularly maintain contact with the Party organization and the people where they reside specifically as follows:
Article 1. Responsibilities of working party members and grassroots party organizationsphotog
1. Party members working in agencies, enterprises, public service units, and armed forces (hereinafter referred to as working Party members) must both implement the Party Charter's regulations on Party activities at the workplace and have the responsibility to regularly maintain contact with the Party organization and the people where they reside; be close to and attached to the people; overcome manifestations of living far from the people and lack of responsibility in the work of the people where they reside; strengthen the close relationship between the Party and the people; promote the role and responsibility of Party members in Party building and building the grassroots political system.
2. The grassroots Party organization where the Party member is working and where the Party member resides is responsible for creating conditions for the Party member working to fulfill his/her responsibilities and tasks at his/her place of residence, and at the same time inspecting, supervising, commenting on, and evaluating the Party member's performance.
Articleu2.The duties of party membersg publicdozenc at the place of residence
1. Set an example of political qualities, ethics, lifestyle and the pioneering and exemplary role of cadres and party members before the people in the residential area.
2. Be an exemplary role model in fulfilling civic duties; propagate and mobilize families and people in residential areas to implement the Party's guidelines and policies, the State's policies and laws, and regulations of the locality where you reside.
3. Fully and seriously participate in regular meetings and actively participate in other meetings convened by the local Party Committee. Actively contribute opinions to the Party cell, Party branch, and local Party Committee on general local affairs, especially pressing issues in villages, hamlets, and residential groups.
4. Participate in meetings of local people; regularly maintain contact with the Party cell, village chief, neighborhood group leader, and Fatherland Front working committee of local people to grasp the people's situation; reflect people's opinions to competent authorities.
5. Propaganda and mobilize people to participate in giving opinions on Party building and government building at the grassroots level, supervise cadres and party members in cultivating and training ethics, lifestyle and fulfilling exemplary responsibilities.
6. Participate and mobilize family members to participate in campaigns and emulation movements launched by the locality. Mobilize families and people to build close, united relationships and build a cultural life in residential areas.
7. Report the results of performing the tasks in Article 2 of this Regulation to the Party cell at the workplace during the annual review and evaluation of Party members. Timely report to the Party cell at the workplace and place of residence when moving to another place of residence.
Articleu 3. NhThe task of the grassroots Party committee where thethe officer is in chargeg effect
1. Direct the Party cell and subordinate Party cells to make a list of Party members according to their place of residence and proactively contact the grassroots Party committee and the Party cell and Party cell where the Party members reside to introduce Party members to activities, regularly maintain contact with the Party cell and people where they reside in accordance with regulations.
Notify in writing the grassroots Party Committee where the Party member resides about Party members of their unit who regularly travel far from their place of residence, are mobile, or have special tasks to coordinate and create conditions for Party members to perform their duties at their place of residence when the Party member has the conditions.
2. Promptly notify the Party cell, Party branch, and grassroots Party committee where the Party member resides about the number of Party members who have been introduced to the place of residence and have changed positions, transferred jobs, or have been expelled, removed from the Party member list, or have requested to leave the Party.
3. Preside over and coordinate with the grassroots Party Committee where Party members reside to inspect and supervise Party members in performing their duties at their place of residence; commend Party members who perform well and remind, criticize or consider handling according to regulations those Party members who have not seriously implemented this Regulation.
4. Annually organize to collect comments from Party cells and Party chapters on Party members performing their duties at their place of residence. Send Party committee representatives to meet and discuss with the Party committee where the Party member resides to grasp the situation and collect comments before appointing or recommending candidates or when the Party member believes that the comments from the place of residence are not objective.
5. Notify party members of comments and assessments from the local Party Committee at the year-end review and assessment meeting or when necessary.

1. The Party Committee of the commune, ward, and town receives and makes a list of working Party members who are introduced to activities and maintain contact with the Party organization and people where they reside in their locality; and introduces them to the Party cells and Party cells of villages, hamlets, and residential blocks.
2. The Party cell of the village, hamlet, and residential area receives and makes a list of party members who are working and participating in activities, maintains contact with the Party organization and the people where they reside in their unit, and notifies each party member so that they can contact them to perform their duties as party members at their place of residence; at the same time, creates conditions for party members to perform their duties.
3. Every 6 months or when necessary, the Party Committee of the commune, ward or town directs the Party cell and its subordinate Party cells to organize meetings with Party members currently working and residing in the area to inform them of the situation and tasks of the locality or topics requiring consultation with Party members currently working so that Party members can grasp the information and contribute their opinions.
4. Annually, the Party cell or Party cell secretary (where there is no Party cell) meets with the Front working committee of the village, hamlet, and residential area to evaluate each Party member who is performing his/her duties at his/her place of residence according to the evaluation form and send it to the Party Committee of the commune, ward, or town. Propose to the Party Committee of the commune, ward, or town to commend and reward Party members who are performing their duties at their place of residence with outstanding achievements. Promptly report to the Party Committee of the commune, ward, or town and the Party Committee where the Party member is working when the Party member violates the law; lacks responsibility to set an example; seriously violates local rules and regulations or fails to comply with this Regulation.
5. The Party Committee of the commune, ward, or town confirms the comments of the Party cell or Party cell at the place of residence for the Party member who is working and sends them to the grassroots Party Committee where the Party member works. Commend, reward, or propose that the grassroots Party Committee where the Party member works commend and reward Party members who have excellent achievements in performing the duties of Party members at the place of residence. Propose that the grassroots Party Committee where the Party member works consider and handle according to regulations those Party members who have not performed well.
6. When requested by the Party Committee where the Party member works, the Party Committee of the commune, ward or town shall coordinate in inspecting and supervising the Party member performing his/her duties at the place of residence.
Article 5. Implementation
1. Provincial Party Committees, City Party Committees and Party Committees directly under the Central Committee shall organize the dissemination and implementation of this Regulation and annually report to the Secretariat.
2. The Central Organizing Committee shall preside over and coordinate with the Central Committee for Mass Mobilization and relevant Party committees to monitor, inspect, summarize and conclude the implementation of the Regulation and report to the Secretariat.
The Central Organizing Committee presides over and coordinates with the Central Mass Mobilization Commission, the Central Military Commission, and the Central Public Security Party Committee to guide implementation for party members working in the People's Army and the People's Public Security.
3. This Regulation replaces Regulation No.76-QD/TW June 15/2000 of the Politburo (VIII tenure) on party members working in agencies, enterprises, and public service units regularly maintaining contact with the Party cell and grassroots Party committee and exemplary in fulfilling their civic duties at their place of residence; takes effect from the date of signing and is disseminated to Party cells for implementation.
