New regulations on expenditure levels for monitoring and criticism activities for the Vietnam Fatherland Front and mass organizations in Nghe An

(Baonghean.vn) - The Provincial People's Council has just issued a Resolution regulating the content and level of funding to ensure social supervision and criticism activities of the Vietnam Fatherland Front Committee and socio-political organizations in Nghe An province.

Accordingly, the resolution stipulates that business travel expenses for working delegations to direct, inspect, supervise, and survey include payment of business travel expenses, rental of working places, means of transportation for monitoring, social criticism, and conference organization expenses in accordance with current regulations of the law.Provincial People's Council on some levels of business trip expenses and conference expenses in Nghe An province.

As for dialogue conferences, seminars, and workshops, the resolution stipulates that the following expenses are also allowed:

+ Meeting chairing expenses: for provincial level, the expense level is 150,000 VND/person/meeting; for district level, it is 100,000 VND/person/meeting; for commune level, it is 70,000 VND/person/meeting.

+Meeting participants, for provincial level is 100,000 VND/person/meeting; district level is 70,000 VND/person/meeting; commune level is 50,000 VND/person/meeting.

+ Expenses for reporting on discussions according to orders, specifically at provincial level: 500,000 VND/article; at district level: 350,000 VND/article; at commune level: 250,000 VND/article.

- In case of implementing social monitoring and criticism activities with complex content, in specialized fields, requiring consultation and criticism from independent experts, the Vietnam Fatherland Front Committee and socio-political organizations at the provincial level decide to hire independent appraisal experts and consultants, but there must be a work contract and quality products approved by the head of the unit.

The number of experts is decided by the presiding agency, but not more than 5 experts for the content that needs appraisal or consultation in social supervision and criticism activities. Expenditure level: 1,000,000 VND/appraisal or consultation report.

- Allowance for members participating in the social supervision and criticism delegation, in addition to the payment of business expenses according to current regulations of the Provincial People's Council on business expenses and conference expenses in Nghe An province, is also specifically paid as follows:

+ Official members of the provincial monitoring team are 100,000 VND/person/day; district level is 70,000 VND/person/day; commune level is 50,000 VND/person/day.

+ Other members of the provincial monitoring team are 70,000 VND/person/day; district level is 50,000 VND/person/day; commune level is 35,000 VND/person/day.

- Expenses for preparing reports on monitoring results and social criticism (periodic reports, reports on monitoring results and social criticism according to assigned topics) and recommendation documents (calculated for the final product, including reception and revision), implemented at the provincial level: VND 2,000,000/document; district level: VND 1,400,000/document; commune level: VND 1,000,000/document.

The source of funding to ensure the monitoring and social criticism activities of the Vietnam Fatherland Front and socio-political organizations at each level is guaranteed by the budget of that level according to the current budget decentralization and is arranged in the annual estimates of agencies and units.

This Resolution takes effect from January 1, 2018./.
