Clearly define the responsibility of the head in implementing the supervision conclusions of the People's Council.

This is the recommendation of delegates attending the Conference to review the work of People's Councils of provinces and cities in the Northern region in 2021 and deploy the work plan for 2022, which took place on the morning of February 21 at the National Assembly House. Politburo member and National Assembly Chairman Vuong Dinh Hue attended and delivered a speech directing the Conference.

Increase full-time People's Council delegates

Standing Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha said that in 2021, in the context of the complicated developments of the COVID-19 pandemic, the City People's Council led and directed the organization of the summary of the activities of the People's Councils at all levels for the 2016-2021 term; coordinated the organization of the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term with great success, electing 29 National Assembly deputies and 95 City People's Council deputies to ensure the correct structure and composition according to regulations; elected 1,052 People's Council deputies of districts, towns and cities and 10,593 People's Council deputies of communes and towns, meeting the requirements of the pilot implementation of the urban government model.

According to Ms. Phung Thi Hong Ha, in the 2021-2026 term, Hanoi city will implement Resolution No. 97/2019/QH14 of the National Assembly on piloting the organization of the urban government model (effective from January 1, 2021) with many new and specific regulations on the organization and operation of governments at all levels. Accordingly, the city will not pilot the organization of People's Councils in wards; some tasks previously under the authority of the People's Councils of wards are now the authority and tasks of the People's Councils of districts and towns. At the same time, on April 8, 2021, the National Assembly issued Resolution No. 160/2021/QH14 on piloting the arrangement of full-time delegates of the Hanoi People's Council; the maximum number of full-time People's Council delegates is 19, the highest number of full-time delegates ever.

Right from the beginning of the term, the City People's Council has arranged 19 full-time delegates including: 1 Chairman, 2 Vice Chairmen, 4 People's Council Committees, each Committee has 1 Head, 2 Vice Heads and 1 full-time member. With the current number of full-time delegates, Hanoi is the locality that the Central and the City Party Committee are most interested in arranging the largest number of full-time delegates.

In 2021, the City People's Council organized 3 thematic supervision delegations; the Standing Committee of the People's Council organized 3 supervision delegations; the City People's Council committees carried out 12 supervision and survey activities in their assigned areas. The Standing Committee of the Hanoi City People's Council also paid great attention to the activities of questioning and answering questions and explaining. In particular, full-time delegates play a very important role and make important contributions to improving the quality and effectiveness of supervision by the City People's Council.

In order for the People's Council's supervisory activities to be truly effective and demonstrate the specific characteristics of the urban government model, the Standing Committee of the Hanoi People's Council recommends that the National Assembly Standing Committee direct the issuance of specific regulations and instructions on the supervisory mechanism, clearly defining the forms of supervision of the City People's Council, District People's Council, and Town People's Committee with the Ward People's Committee when implementing the urban government model; specifying the authority and tasks of the supervisory agency to be able to promote the supervisory role and the role of the State power agency at the local level.

In addition, the National Assembly Standing Committee directed the promulgation of regulations on sanctions after supervision, regulations on the responsibilities of heads of supervised units in implementing the supervision conclusions of the People's Councils of cities, districts, towns, especially in supervising the activities of People's Committees and Chairmen of Ward People's Committees in districts and towns; to ensure that Ward People's Committee Chairmen perform their assigned duties and tasks in accordance with their duties; to avoid cases of subjectivity and negligence in activities when there is no supervision by the Ward People's Council.

Standing Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha said that, along with increasing the number of full-time People's Council delegates at the city level, it is also necessary to regulate the increase in the number of full-time delegates of the People's Councils of districts and towns to ensure the effectiveness of the People's Council's operations. In the 2021-2026 term, the City People's Council continues to propose that the Standing Committee of the City Party Committee pay attention and direct the arrangement of the maximum number of full-time delegates of the People's Councils of districts, towns and cities according to the provisions of the Law. In fact, increasing the number of full-time delegates helps the activities of People's Councils at all levels to be deeper, broader and of higher quality.

Early issuance of Resolution guiding some monitoring activities

Highly agreeing with the report at the Conference, Vice Chairwoman of the People's Council of Tuyen Quang province Le Thi Thanh Tra said that in 2021, the Provincial People's Council achieved many results in its activities. Notably, it participated in leading and directing the successful organization of the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term in the area; promptly developed and promulgated regulations, rules and regulations as a basis to ensure the activities of the Provincial People's Council.

In particular, the People's Council of Tuyen Quang province has effectively and qualitatively carried out supervisions; innovated and improved the quality of voter contact activities; focused on digital transformation and application of information technology in activities.

During the 2016 - 2021 term and the first year of the 2021 - 2026 term, the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Tuyen Quang Provincial People's Council conducted 26 thematic supervisions, accounting for about 27% of the total number of supervisions.

From practice, Ms. Le Thi Thanh Tra shared some experiences and key solutions to improve the quality of thematic supervision activities of the Provincial People's Council. That is to thoroughly grasp and strictly implement the provisions of the law, especially the Law on Organization of Local Government, the Law on Supervision Activities of the National Assembly and People's Councils, which are the provisions and legal basis to ensure the authority and responsibility of the People's Council in supervision activities, the responsibility of the supervised subjects; attach importance to selecting the content of supervision, determining the scope and subjects of supervision. In addition, focusing on the "post-supervision" stage, to ensure that the final effectiveness of supervision activities is the result of implementing post-supervision recommendations.

In 2020, the Standing Committee of the Provincial People's Council conducted a thematic supervision on the implementation of recommendations, conclusions after surveys, supervision, questioning, and explanations of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the committees of the Provincial People's Council during the 2016-2021 term, including 105 specific issues and cases. The supervision results were very positive, as the vast majority of recommendations were seriously received and implemented by local state agencies and related organizations and individuals.

To further improve the effectiveness of supervision, the Standing Committee of the People's Council of Tuyen Quang province recommends that the Standing Committee of the National Assembly soon issue a Resolution guiding a number of supervision activities of the People's Council, the Standing Committee of the People's Council, the People's Council committees, the People's Council delegations and People's Council delegates; provide more specific guidance or regulations on methods and forms of handling responsibilities for organizations and individuals who are slow to implement, do not implement, or do not fully implement the recommendations and conclusions after supervision, questioning and explanation of the People's Council, the Standing Committee of the People's Council, and the People's Council committees.
