Decision on the content of the questioning at the 4th Session, 18th Provincial People's Council

On the morning of November 22, the Standing Committee of Nghe An Provincial People's Council held a regular meeting in November 2021 to listen to and give opinions on many contents in preparation for the 4th Session of the 18th Provincial People's Council, term 2021 - 2026.

Comrade: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

Also attending were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; and comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation and representatives of a number of departments and branches of the province.

INNOVATION OF GROUP DISCUSSION METHODS

Through discussion at the meeting, the Standing Committee of the Provincial People's Council agreed that the 4th Session of the 18th Provincial People's Council will take place in 2.5 days (from December 7-9, 2021).

During the meeting, delegates will listen to reports, carry out personnel work within their authority, emulation and reward work; discuss in groups, discuss in the hall; conduct questions and answers; consider and approve draft resolutions and close the meeting.

The meeting will be broadcast live on Nghe An Radio and Television Station for the following sessions: Opening, discussion in the hall, question and answer, and closing session.

The new point at this Session is that the division of discussion groups will be implemented according to the motto: "larger group size, smaller number of groups". Accordingly, instead of the Provincial People's Council delegates being divided into 8 groups to conduct group discussions like the 17th term, at this Session, the Provincial People's Council will be divided into 4 discussion groups, each group has an average of 20 Provincial People's Council delegates and guests.

Along with that, as planned, the Standing Committee, the Provincial People's Council Committees, the Provincial People's Committee and related sectors will submit 30 reports to the meeting for consideration, of which 7 reports are expected to be presented directly.

The Standing Committee of the Provincial People's Council and the Provincial People's Committee plan to submit to the Provincial People's Council for consideration and approval 37 resolutions on socio-economic development and national defense and security; of which the Standing Committee of the Provincial People's Council prepares and submits 5 draft resolutions, and the Provincial People's Committee prepares and submits 32 draft resolutions. In addition, there will be resolutions on personnel work under the authority of the Provincial People's Council.

At the working session this morning, the Standing Committee of the Provincial People's Council also agreed on two contents to conduct questioning at the 4th Session, including: Implementation of policies to support people, businesses and job creation for workers affected by the Covid-19 pandemic. Current situation, causes and solutions?. State management of natural resources and minerals in the province.

QUESTIONING CURRENT AND PRACTICAL ISSUES THAT ARE BEING RAISED

Concluding this content, Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy noted a number of key issues that need to be well prepared for the 4th Session of the Provincial People's Council.

In particular, with the innovative method, the leaders of the 4 discussion groups will synthesize and present the discussion opinions of the groups at the discussion session in the Hall. Therefore, the Chairman of the Provincial People's Council requested the Office of the National Assembly Delegation and the Provincial People's Council to promptly advise the Standing Committee of the Provincial People's Council to issue instructions on the sample minutes of synthesizing discussion opinions for the 4 delegation groups to synthesize, ensuring consistency in format and strictness in content.

In particular, with the innovative method of group discussion at this session, the role of the Head of each group is very important, so it is necessary to pay attention to the selection of the group leader and secretary; at the same time, it is necessary to assign responsibilities to specialists of the Office of the National Assembly Delegation and the Provincial People's Council to support the groups so that the discussion process and reporting of group discussion results at the session ensure quality.

The head of the People's Council of Nghe An province also requested careful preparation to present draft resolutions to the session in an innovative manner, ensuring science, quality and efficiency in order to pass resolutions in the best way; on the other hand, in the management work, innovation is needed, especially ensuring speaking time.

Regarding the content of the questioning, Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized that the criteria for selecting the content of the questioning are current and practical issues that need to be questioned to remind, urge, and later monitor and track the handling process.

Based on that analysis, the Standing Committee of the Provincial People's Council selected the above two questions for the Director of the Department of Labor, Invalids and Social Affairs and the Director of the Department of Natural Resources and Environment.

In particular, the issue of mineral resource management is a "hot" issue and the Provincial Party Committee Standing Committee is directing the implementation of a comprehensive and complete review, inspection and re-evaluation of the current situation in the province. Therefore, it is necessary to include this issue in the 4th Session of the Provincial People's Council; at the same time, it also lets voters and people know that the province is focusing on directing the review of this issue seriously, with a very clear attitude.

Regarding the content of the draft resolutions submitted to the Session, up to now, 13/32 draft resolutions of the Provincial People's Committee have not been sent for review by the Provincial People's Council Committees.

Therefore, the Chairman of the Provincial People's Council requested that the leaders of the Provincial People's Committee pay attention to strengthening the direction to soon complete and send to the Provincial People's Council Committees for review; at the same time, request the Provincial People's Council Committees to organize the review immediately after receiving the reports and draft resolutions to be submitted, in order to ensure specificity in the direction of innovating the time for submission to the session according to regulations.

Also in this morning's working session, the Standing Committee of the Provincial People's Council listened to and commented on the draft Resolutions submitted by the Standing Committee of the Provincial People's Council to the 4th Session:

- Resolution stipulating a number of regimes and indicators to ensure the operations of People's Councils at all levels in Nghe An province.

- Resolution on the plan to organize the regular session of the Provincial People's Council in 2022.

- Resolution on establishing a specialized monitoring delegation of the Provincial People's Council "on training and human resource development in Nghe An province for the period 2015 - 2020".

- Resolution on establishing a specialized monitoring delegation of the Provincial People's Council "on suspended projects, slow-progress projects and projects using land for the wrong purpose in Nghe An province".

In the working program, the Standing Committee of the Provincial People's Council also evaluated the results of activities in November; discussed and agreed on key tasks for December 2021; listened to and gave opinions on the establishment of the Group of female National Assembly and People's Council deputies of Nghe An province for the 2021-2026 term.
