The Standing Committee of Nghe An Provincial People's Council held a session to explain land certificates, land allocation, and forest allocation.
On the afternoon of July 30, the Standing Committee of the Provincial People's Council held a meeting to report on the first 6 months of the year and a regular meeting for July 2025.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Bui Dinh Long - Vice Chairman of the Provincial People's Committee; leaders of provincial departments, agencies and branches.

Analysis clarifies many shortcomings and limitations
Since the beginning of the 2021-2026 term, the Standing Committee of the Provincial People's Council has organized 7 explanation sessions and issued 7 Conclusions of the explanation session results as a basis for the Provincial People's Committee and provincial departments, branches, and localities to implement.
Specifically, 7 contents of explanation: The situation of granting certificates of land use rights, house ownership rights and assets attached to land; management and use of public assets after merging administrative boundaries and public service units; clearing violations, preventing re-encroachment of road and railway traffic safety corridors and ensuring traffic order and safety; land allocation, forest allocation, forest management, protection and development; resolving the shortage of residential land, housing, production land, and domestic water under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030; compliance with laws on occupational safety and hygiene in industrial parks, industrial clusters and craft villages; management of production and business activities of clean water in urban areas and clean water in rural areas in the province.

Based on the report of the Provincial People's Committee at the meeting and through grasping the reality, listening to the opinions of voters and people, at the explanation session, the meeting participants highly appreciated the sense of responsibility of the Provincial People's Committee in closely following the conclusions, concretizing the plans and resolutely directing the provincial and local departments, agencies and branches. Thanks to that, the shortcomings, difficulties and concerns in various fields have been gradually resolved and removed.

Accordingly, 17,181 pending land use right certificates of all kinds for people have been processed; land has been recovered and handed over from 11 agricultural and forestry companies to local management, reaching a rate of 74.79%, equivalent to 12,794.36 hectares.
In the work of arranging houses and land due to the arrangement of administrative units and public service units, up to this point, the Provincial People's Committee has approved 4,341/4,357 houses and land, reaching a rate of 99.63%.

The work of clearing violations, preventing re-encroachment of traffic safety corridors and ensuring traffic safety and order; allocating land and forests, resolving the shortage of residential land, housing, production land, and domestic water for ethnic minorities and mountainous areas; and compliance with laws on labor safety and hygiene in industrial parks, industrial clusters and craft villages in the province have had many positive changes.

In addition to the results, at the explanation session, the Standing Committee of the Provincial People's Council also analyzed and clarified many existing problems and limitations, suggesting many drastic solutions to resolve the shortcomings.
Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested the Provincial People's Committee and relevant departments and branches to update new legal regulations as well as existing and pressing issues that continue to arise in practice, in order to propose effective solutions related to the contents that have been explained, avoiding the situation of only solving the issues that were pointed out at the time of the explanation session.

Concerned with solving newly arising problems, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that the Provincial People's Committee and the Department of Finance should review the offices and vehicles of commune-level units to have appropriate transfer plans, avoiding excess and shortage, especially giving priority to remote communes that are in dire need. Along with that, there should be specific regulations on stopping and parking cars on inner-city alleys, ensuring clear roads and sidewalks for the routes.

More drastic solutions and directions are needed.
Concluding the meeting, in addition to appreciating the efforts of the Provincial People's Committee and departments and branches, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee and branches to be serious and responsible in clearly recognizing the shortcomings and limitations, proposing solutions and giving more drastic directions to solve the practical problems.
The Chairman of the Provincial People's Council emphasized a number of specific contents. Regarding the issuance of land use right certificates, house ownership rights and assets attached to land, despite efforts, the results of the first issuance of land use right certificates for pending cases have not been high, slow to change, especially in cases of land allocation without proper authority and without related documents; the discrepancy between people's land use right certificates and actual area and location still occurs.
Therefore, it is recommended that the Provincial People's Committee strengthen direction, guidance, and removal of difficulties and obstacles for the Commune People's Committees in granting land use right certificates; at the same time, study and issue a new plan to replace or adjust Plan No. 815, dated December 30, 2021 in accordance with the new stage and situation, in which, clearly and fully defining the current tasks of communes and wards.

Regarding the arrangement of public assets, the Chairman of the Provincial People's Council requested the Provincial People's Committee to continue arranging the remaining facilities; at the same time, study and develop a project to arrange and manage the use of public assets in accordance with regulations when implementing a two-level government.
Regarding land and forest allocation; forest management, protection and development, it is necessary to focus on allocating funds to serve the work of marking forest boundaries, land and forest allocation, land and forest recovery and granting forest land use right certificates to forest owners; focusing resources, removing difficulties and obstacles in legal procedures, promptly completing the high-tech forestry zone, creating conditions to attract large corporations and enterprises to invest in infrastructure construction and implementing projects in the forestry zone.
Chairman of the Provincial People's Council Hoang Nghia Hieu also requested the Provincial People's Committee, relevant sectors and localities to strengthen the implementation of solutions to ensure traffic safety and order and clear violations, prevent re-encroachment of traffic safety corridors; resolve the shortage of residential land, housing, production land, and domestic water in ethnic minority and mountainous areas; and enhance the effectiveness of state management of occupational safety and hygiene.
The Provincial People's Committee needs to develop a plan to review, classify, hand over, manage, use and exploit clean water infrastructure in urban and rural areas in accordance with regulations, ensuring compliance with the 2-level local government model; at the same time, direct relevant agencies to resolve existing problems and difficulties to soon put the plant into operation and exploitation, avoiding wasting investment resources.
The meeting of the Standing Committee of the Provincial People's Council this afternoon also spent time listening to the report on the results of the organization of the 31st session of the 18th Provincial People's Council, term 2021 - 2026; evaluating the results of the activities of the Standing Committee of the Provincial People's Council and the people's petition work in July, and deploying key tasks in August 2025.
