Quynh Luu has nearly 20km of coastline, abundant resources, diverse industries, abundant, experienced and highly skilled labor. In particular, the district has a number of important traffic routes such as: National Highway 1A, National Highway 48B, Provincial Road 537B, 537D and the North-South Expressway project, the coastal road project through the area is under construction, which will create favorable conditions for trade, transport of goods, connection with neighboring localities, promoting socio-economic development.

Identifying industry and handicrafts as a key economic sector and transforming strongly, right after the 28th District Party Congress, Quynh Luu District Party Committee issued Project No. 03-DA/HU on December 24, 2020 on "continuing to promote and attract investment in developing industry and handicrafts in the period of 2021 - 2025.

In particular, the district aims to develop industry in a modern direction, making industry a pillar economic sector of the district; rapidly increasing the value of industrial and handicraft production; attracting and improving the quality of human resources, and solving employment for local workers.

Mr. Ho Nghia Duong - Head of the Economic - Infrastructure Department of Quynh Luu district said: “Developing industry and handicrafts is a breakthrough, creating a foundation for socio-economic development of the district. In recent times, the district has paid attention to reforming administrative procedures, gradually removing difficulties for businesses; implementing investment and construction plans, and having preferential mechanisms and policies to attract investors, thanks to which industry and handicrafts production in the area has had positive developments...”.

Looking back at the results of the second year of implementing Project No. 03 on "continuing to promote,Attracting investment in developing industry and handicrafts in the period of 2021 - 2025, Quynh Luu has achieved quite comprehensive and outstanding results in most fields. In 2022, the district attracted 7 enterprises to invest, the cumulative number of enterprises is estimated at 55 enterprises. There are 2 projects assigned land by competent authorities; Complete the district's construction planning for the period of 2021 - 2030, with a vision to 2050 and the land use planning for the period of 2021 - 2030 according to the set plan.

Up to now, the whole district has 52 projects that have completed investment procedures and implemented operations with a total registered investment capital of 4,356 billion VND. The projects mainly operate in the fields of stone mining, ship repair and building, seafood processing, fishing logistics services, construction materials production... with small and medium scale, contributing to promoting economic restructuring in the direction and socio-economic development of the locality. The production value (2010 fixed price) of industry and handicrafts in 2022 is estimated at 4,198 billion VND, equal to 101.5% of the plan, up 20.8% compared to 2021, accounting for 60% of industry - construction and accounting for 28.31% of the local economy...

Industrial infrastructure development

To attract investors, the district has synchronously implemented the assigned tasks, speeding up the construction of infrastructure for industrial zones and clusters according to the approved planning. Up to now, Quynh Luu has planned 4 industrial zones, 4 industrial clusters, 3 craft village industrial clusters with a total area of ​​983 hectares.

In addition, the district focuses on investing in building key infrastructure to attract investment. In particular, implementing projects such as: building the National Highway 1A bypass (section Quynh Hau - Quynh Hong - Quynh Dien - Quynh Giang); Quynh Nghia Bridge at Km6+00 on provincial road 537B through Quynh Luu district; building the road to the district's central square and park, and the road to the district's centralized waste treatment area.

Speed ​​up the site clearance progress of projects such as: North-South expressway section through Quynh Luu district; Nghi Son - Cua Lo coastal road and key projects in the district. Currently, the district is continuing to implement investment procedures for the project: Road to Quynh Chau Industrial Cluster with a total investment of 14.9 billion VND; Continue to coordinate with Bac Nghe An Vocational College to start and complete the road from National Highway 1A and Quynh Hoa Industrial Cluster.

The district strives that in 2023, the production value (2010 fixed price) of industry and handicrafts in 2023 will reach 4,877.8 billion VND, an increase of 16.18% compared to 2022, accounting for 59.71% in industry - construction and 28.95% of the economy; The occupancy rate of Quynh Hoa Industrial Cluster will reach 50%; Attract 6 new projects, including 2 projects with registered investment capital of over 50 billion VND. Regarding industrial cluster infrastructure, strive to complete the construction of the road to Quynh Chau Industrial Cluster, the road to Quynh Hoa Industrial Cluster and the road to Quynh Thuan concentrated seafood processing area...

To attract investors and businesses, the district has built and publicized a list of priority projects to attract investment in land funds outside the industrial cluster, focusing on exploiting the potential strengths of each region to create momentum to promote small-scale industry and create jobs for workers such as: construction materials production and mineral exploitation and processing; electricity - electronics industry, information technology...

To effectively implement the above objectives, the district will strengthen the improvement of the investment and business environment; prioritize the selection of projects with new, modern technology, causing less environmental pollution, using local raw materials and labor; resolutely propose to withdraw projects that are overdue or behind schedule in investment commitments... The district will work with investors in industrial parks and clusters to promote investment attraction, attract and fill existing industrial clusters; increase investment, build and complete essential socio-economic infrastructure, especially traffic infrastructure, technical infrastructure in industrial parks and clusters to attract investment... On the other hand, district leaders and all levels and sectors will proactively promote the dynamism, pioneering and determination of leaders in improving the investment environment and tasks and solutions to improve the efficiency of investment attraction, creating momentum for rapid and sustainable development of urban areas in the area...
