Quynh Luu strives to ensure budget revenue
(Baonghean.vn) - Despite being affected by the Covid-19 pandemic, the State budget collection from the beginning of 2021 to present in Quynh Luu district has still achieved positive results.
Strengthening propaganda and mobilization
TownGiat Bridge(Quynh Luu) currently has 456 individual business households fulfilling their tax obligations to the State; however, since the beginning of 2021, due to the impact of the Covid-19 epidemic, production and business have encountered many difficulties. Determining that budget collection is an important task, Cau Giat town has integrated propaganda content to promote tax collection to each citizen.

Identify the workbudget revenueis an important task, the Party Committee and the town government have closely coordinated with the Tax Department to implement effective collection solutions right from the beginning of the year. Focusing on propaganda work, raising taxpayers' awareness. In addition, the town also directed mass organizations, branches, and hamlets to disseminate new tax policies to taxpayers, especially the contents on administrative procedure reform to support taxpayers online during the period of social distancing.
Mr. Ho Huu Chau - Chairman of Cau Giat Town People's Committee said: "In addition to households that have fulfilled their tax obligations well, for households that have temporarily suspended operations or have reduced revenue, the town has promptly coordinated with officers of Bac Nghe I Tax Department to guide people to complete procedures to enjoy the State's tax exemption and reduction policy. Thanks to that, in the first 9 months of 2021, Cau Giat Town has collected over 3 billion VND in taxes, reaching the same period last year".
At this time, not only individual businesses but also many enterprises in Quynh Luu district are facing difficulties due to the impact of the Covid-19 epidemic. Duc Tai Company Limited is one of the largest taxpayers in Quynh Luu district. However, during the recent Covid-19 outbreaks, the company was greatly affected because its business sectors including restaurants, hotels and entertainment areas were temporarily suspended, with revenue decreasing by 2/3 compared to previous years. Overcoming these difficulties, the Company's Board of Directors has flexibly expanded its retail supermarket business; arranged for workers to work overtime to produce additional clean vegetable and fruit farms.

In addition, in order to share difficulties with businesses, Quynh Luu Tax Department has also promptly implemented the State's new tax policies to the company, and trained the accounting and finance team on new tax laws. Thanks to that, in the first 9 months of 2021, the company's revenue still ensured the fulfillment of tax payment obligations to the State.
Ms. Pham Ngoc Mai - Chairman of the Board of Directors of Duc Tai Company Limited (Quynh Luu) said: "Recently, with the guidance of Bac Nghe I Tax Department, our company has been exempted from 30% of corporate income tax; In addition, the Tax Department also has a policy of extending the time and not charging interest for us so that the company can fulfill its tax obligations to the State in accordance with the tax target".
High effort
In 2021, Quynh Luu district was assigned by the Provincial People's Committee to collect 354.2 billion VND from the State budget (of which 220 billion VND was from land use fees). Identifying State budget collection as the top priority task of the entire political system, implementing the dual goal of both fighting the Covid-19 pandemic and ensuring economic development, Quynh Luu district has actively and effectively implemented solutions.

In particular, managing and operating the budget, focusing on tax collection to ensure proper collection, exploiting, managing and effectively using local resources, promoting administrative reform, information technology in the field of budget finance, practicing thrift and combating waste in budget management, striving with the highest determination to exceed assigned tasks.
In the first 9 months of the year, the district collected more than 456 billion VND in budget revenue, reaching 129% of the ordinance estimate, equal to 101% of the plan and equal to 69% compared to the same period in 2020. Basically, all revenues were on schedule compared to the estimate, except for the revenue from non-state industry and trade that did not meet the set schedule due to the impact of the epidemic.
It is estimated that from now until the end of 2021, the epidemic situation will remain complicated, production and business activities will remain at a moderate level. However, in order to complete the budget collection well, in the coming time, Bac Nghe I Tax Department will continue to strengthen coordination with Party committees and authorities at all levels to synchronously and effectively implement tax collection solutions.
In particular, focusing on inspection and examination with the determination to collect correctly and fully, preventing loss of State budget resources; strengthening analysis of records to identify enterprises with high tax risks, enterprises with signs of law violations, thereby conducting inspections at enterprises; at the same time, promptly and effectively deploying groups of solutions to manage revenue and prevent revenue loss in the fields of minerals, real estate, and e-commerce to increase revenue for the State budget.
To ensure 100% of the 2021 budget revenue target is achieved, the district requests relevant departments and offices to closely coordinate and manage units and enterprises to pay taxes and fees calculated in the district's 2021 state budget revenue estimate to ensure progress. Communes, towns, and specialized departments regularly coordinate with units to closely manage all arising revenue sources; focus on revenue sources not affected by the Covid-19 pandemic to compensate for revenue shortfalls and prevent revenue erosion due to the impact of the pandemic.
The solutions that Quynh Luu district has been implementing have demonstrated its determination to both prevent the epidemic and ensure the completion of the state budget collection task in 2021.
