Merger at the Ministry of Transport: A series of redundant general managers and deputy general managers
The merger of the transport project management units (PMUs) by the Ministry of Transport has resulted in many changes in key personnel, with the general director being demoted to deputy director, and the number of deputy directors doubling compared to regulations.
Accordingly, Thang Long Project Management Board (PMU Thang Long) and Traffic Project Management Board 1 (PMU1) were merged into PMU Thang Long; Project Management Board 2 (PMU2) and Traffic Safety Project Management Board (PMU Traffic Safety) were merged into PMU2.
After merging into PMU2, Mr. Pham Hong Son - General Director of the old PMU2 will take on the position of Director, Mr. Nguyen Huu Long - General Director of PMU Traffic Safety will be the permanent Deputy Director.

Meanwhile, Mr. Duong Viet Roan, Deputy Director of the Department of Traffic Construction and Quality Management, was appointed by the Ministry of Transport as Director of PMU Thang Long after the merger from July 1.
The two former General Directors, Mr. Vu Xuan Hoa (General Director of PMU Thang Long) and Mr. Hoang Dinh Phuc (General Director of PMU1), both retired.
After the merger, both PMU2 and PMU Thang Long have up to 6 deputy directors.
PMU2 Director Pham Hong Son said that from July 1, the merger will officially come into operation.
According to Mr. Son, the initial period of moving the headquarters will be difficult and there will be emotional and psychological turmoil. However, he believes that the work will go smoothly because for now, the operations will remain the same, and any problems will be adjusted accordingly.
“We will try to limit disruption. Reorganization will also take time because it is not easy to involve people, if not handled properly, it will cause internal discord immediately…”, Mr. Son said.
Mr. Son also believes that merging the two departments into one will better concentrate resources and avoid the situation where the Ministry has to take care of many departments, leading to a situation of "stepping on each other's toes".
General Director asked for early retirement
When merging PMUs, Mr. Hoang Dinh Phuc - General Director of PMU1 retired more than 1 year ahead of schedule.
Mr. Phuc said that before the merger, he had intended to resign, so when the Ministry had a policy, he resigned early to move back to live with his family in Ho Chi Minh City.
"If my family were in Hanoi, I would do whatever the organization arranged for me, but I have been away from home for more than 40 years of work, so now I am retiring early to have time with my family," said Mr. Phuc.
He also shared that his early retirement will facilitate the Executive Committee in personnel work during the merger.
Merger is reasonable because it will reduce the number of public career management agencies.
“Merging the two departments will reduce the number of departments and will focus on good people with a lot of experience for professional work, especially now that there is not much work, the economy is limited and public debt is increasing. If there are too many departments, it is not good…”, Mr. Phuc said.
Previously, at a working session with the State Steering Committee on innovation of management mechanisms, financial mechanisms, and reorganization of public service units, Deputy Minister of Transport Nguyen Hong Truong informed that through the process of reorganizing public service units, the Ministry has reduced 15 project management boards to 8.
"When merging 2 units, from 2 heads to only 1, there are even places where the merger has 7-8 deputies, while according to regulations there are only 3, this makes many people worried," said Mr. Truong.
