Minister Le Vinh Tan: Currently, the positions of secretary of the Minister, Deputy Minister, and Secretary of Provincial Party Committees are not included in the Law on Civil Servants.

On the afternoon of November 2, explaining to the National Assembly, Minister of Home Affairs Le Vinh Tan raised 3 issues that delegates were interested in, including the appointment of titles and ranks.

According to Minister Le Vinh Tan: currently, the title of secretary of the Minister, Deputy Minister, and Secretary of Provincial Party Committees is not included in the Law on Civil Servants, so it will be added along with the proposal on ranks.

Mr. Le Vinh Tan stated: The construction and regulations on appointment of rank regime are implemented according to Resolution 87 dated November 28, 2014 of the National Assembly at the 8th session of the 13th term, the direction of the Prime Minister assigned the Ministry to study and propose a plan to appoint rank titles for civil servants.

The Ministry of Home Affairs has completed the study of civil servants at rank level in the system of titles and positions in State administrative agencies. After the study and discussion, the Ministry of Home Affairs issued Document No. 4607 dated October 8, 2015 reporting to the Prime Minister on the study of appointment of title and rank.

After that, the Prime Minister issued Directive No. 8922 dated October 29, 2015, assigning the Ministry to continue to complete the project in the direction of clearly defining and explaining the issued legal documents, the appointment regime of the position is according to the Government's Decree or the Prime Minister's decision.

Explaining this, Mr. Tan said: In the Law on Civil Servants, there are no titles or ranks, which makes it difficult to draft the Decree.

By July 19, 2016, the Ministry had sent report No. 3431 to Deputy Prime Minister Truong Hoa Binh on the drafting of legal documents on appointment of titles. By August 11, the Government Office had issued a document stating the Deputy Prime Minister's opinion assigning the Ministry to coordinate with the Central Organizing Committee to draft this Decree to seek the Politburo's opinion.

Minister Le Vinh Tan said: The Central Organizing Committee and the Ministry of Home Affairs continue to study this issue. According to the opinion of the Central Organizing Committee, the Ministry has submitted to the Prime Minister the plan to continue studying so that after completing the addition of the 2 decisions on Party cadres, we will closely coordinate to build the title and rank./.
