Will remove from planning, resign, dismiss people with low credibility
Those with low credibility must be promptly considered for removal from the planning, procedures for resignation, dismissal or assignment to a lower position must be implemented without waiting for the end of their term.
It is expected that on May 11, at the 23rd session, the National Assembly Standing Committee will give opinions on the draft Resolution amending and supplementing Resolution No. 85/2014 of the 13th National Assembly on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly or People's Council.
This content is also being considered by the Standing Committee for addition to the 2023 law and ordinance making program to submit to the National Assembly for approval at the upcoming 5th session.

According to the draft that the Delegation Affairs Committee (Standing Committee of the National Assembly) is submitting for comments, the National Assembly will take a vote of confidence on: the President, Vice President; Chairman of the National Assembly, Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly, Secretary General of the National Assembly, Chairman of the Council of Nationalities, Chairmen of the Committees of the National Assembly; Prime Minister, Deputy Prime Ministers, Ministers, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy; State Auditor General.
The vote of confidence and vote of no confidence aim to improve the effectiveness and efficiency of the National Assembly and People's Council's supervisory activities; improve the quality and efficiency of the State apparatus; contribute to assessing the prestige and performance results of the assigned duties and tasks of the person who is voted for a vote of confidence and vote of no confidence, helping them see their level of trust in order to "self-reflect", "self-correct", continue to strive, practice, and improve the quality and efficiency of their activities.

The results of the vote of confidence are reported to competent authorities and made public according to regulations and serve as a basis for competent agencies and organizations to consider and evaluate cadres.

A person who is given a vote of confidence and is rated "low confidence" by more than half to less than two-thirds of the total number of National Assembly deputies and People's Council deputies may resign or the National Assembly or People's Council will conduct a vote of confidence at the nearest session.
If a person subject to a vote of confidence is rated "low confidence" by 2/3 or more of the total number of National Assembly deputies or People's Council deputies, the competent authority shall submit to the National Assembly or People's Council for dismissal at the nearest session.

The National Assembly is expected to take a vote of confidence on the positions elected and approved by the National Assembly at its 6th session in October 2023.
Previously, the National Assembly had taken a vote of confidence three times on positions elected and approved by the National Assembly. Specifically, at the 6th session of the 14th National Assembly, National Assembly deputies took a vote of confidence on 48 positions; in 2013, the National Assembly took a vote of confidence on 47 people, and in 2014, it was 50 people.
