(Baonghean.vn) - To contribute to helping the economy overcome difficulties caused by the Covid-19 pandemic, improve efficiency, labor productivity, competitiveness, internal capacity and self-reliance, the Government has issued Resolution 11/NQ-CP to implement the Program for Economic and Social Recovery and Development. Workers have received many policies and support under this program.
Accordingly, to share the difficulties of workers in general and laborers in particular, Resolution 11/NQ-CP clearly states that the government will support three months of rent for workers with employment relationships who are currently residing in Vietnam.rent, lodging,This policy applies to workers in industrial parks, export processing zones, and key economic areas. The support level is 1 million VND/month for workers returning to the labor market and 500,000 VND/month for workers currently employed in these enterprises. The implementation period is the first six months of 2022. It is estimated that approximately 6.6 trillion VND from increased revenue and savings in the central government budget in 2021 will be used to implement this policy.

Individuals and households wishing to purchase or lease-to-own social housing, worker housing, or to build new or renovate/repair housing under the social housing policy as stipulated in Article 16 of Decree No. 100/2015/ND-CP and Clause 10, Article 1 of Decree No. 49/2021/ND-CP and related documents will also be eligible for loan support. The total maximum loan capital allocated for these purposes is VND 15,000 billion. Furthermore, loans for the purpose of renovating old apartment buildings, constructing social housing, and housing for workers to buy, rent, or lease-to-own will receive an interest rate subsidy of 2% per year for two years (2022-2023) through commercial banks.
In addition, many preferential loan policies through the Social Policy Bank are also being implemented. Specifically, workers will be able to borrow to support job creation, maintenance, and expansion as stipulated in Decree No. 61/2015/ND-CP dated July 9, 2015, Decree No. 74/2019/ND-CP dated September 23, 2019, and related documents, with a total maximum loan capital of VND 10,000 billion.

To address the many shortcomings related to labor resources after the pandemic, the government will invest in strengthening connectivity.Labor supply and demandNationwide online platforms are being used to provide career counseling, job placement, and labor supply services. Simultaneously, vocational training and employment centers, especially key high-quality colleges, are receiving investment for new construction, renovation, upgrading, expansion, and modernization, implementing digital transformation in the field of vocational education… Accordingly, up to 3.15 trillion VND will be used to invest in the construction, renovation, upgrading, expansion, and modernization of social assistance facilities, training centers, vocational schools, and employment centers. These steps not only improve the quality of the workforce but also open up many new job opportunities, aligning with the global trend of integration and development.
Besides direct policies, policies supporting business recovery also indirectly have a positive impact on the lives, jobs, and incomes of workers. Specifically, the Government has issued many programs to support interest rates, and exempt or reduce taxes, fees, and charges for many groups of businesses. In addition, it continues to refinance the Social Policy Bank to provide loans to employers to pay wages for employees who have stopped working or are recovering from production, ensuring feasibility and rapid implementation in practice. In the coming time, the Government will continue to review and research policies to provide timely support to people and workers in difficult circumstances due to the impact of the pandemic.
