Tighten urban management and construction order in Hoang Mai town

(Baonghean.vn) - The Standing Committee of Hoang Mai Town Party Committee has just issued Directive No. 05-Ct/Thu dated March 8, 2016 on strengthening urban management, construction order, management and implementation of planning in the town.

The Directive clearly states that in recent times, urban management, construction order, management and implementation of planning have not met the needs; violations in construction, illegal use of traffic safety corridors, roadsides and sidewalks such as: business, trading, gathering materials, organizing weddings, holding markets, parking vehicles haphazardly... causing environmental pollution, loss of urban beauty and not ensuring traffic safety, negatively affecting the cultural and civilized lifestyle of the city and the living and working conditions of the people.

In particular, land encroachment and illegal construction still occur. Construction licensing has achieved low results. Awareness of compliance with legal regulations in construction and planning management of some agencies, organizations and individuals is still limited.

The Directive requires the Town People's Committee, Party committees, authorities of wards and communes, socio-political organizations, agencies and units located in the town to strengthen the organization of legal education and propaganda on mass media; train and convey legal documents on: construction planning, construction licensing, regulations on administrative sanctions for violations of construction order, urban order, regulations on waste management, garbage, water source protection, etc.

Directing good implementation and management according to approved planning; managing urban order, paying attention to detailed regulations on management of each type of infrastructure works such as: traffic, electricity supply, water supply, drainage, information systems, billboards, panels, welcome gates, etc.

The Directive also requires Party Committees of communes and wards to strengthen their responsibility in managing planning and granting construction permits for private housing in the town according to their authority; strictly handle violations of construction, urban works and environment according to current regulations. Annually launch a movement for the entire population to participate in building civilized urban areas and neighborhoods.

Mobilize people to do periodic cleaning, ensure villages, blocks, and residential areas are always clean; encourage villages, blocks, and residential areas to organize green, clean, and beautiful roads managed by Veterans, Youth Union, Women's Union, Farmers' Association, etc.

In addition, the Directive also specifically assigns tasks to the Propaganda Department to coordinate with Party Committees, Inspection Committee, and the Office of the City Party Committee to monitor, urge, and periodically report to the Standing Committee of the City Party Committee on the implementation results.
