(Baonghean.vn) - On the afternoon of January 15, the Department of Home Affairs held a conference to summarize the work in 2020 and deploy key tasks in 2021; Announce the administrative reform index of provincial departments, branches, and People's Committees of districts and cities in 2020 and Award the contest "Searching for initiatives and solutions for administrative reform in Nghe An province in 2020".

679 PEOPLE REDUCED

In 2020, the entire Home Affairs sector focused on advising the Provincial Party Committee, Provincial People's Committee, Party committees and authorities at all levels to continue to lead and direct the implementation of the province's Projects, Programs and Plans on arranging and perfecting the organizational apparatus of agencies and units in Nghe An province to implement Resolution 6 of the Central Committee (12th term).

In the work of managing and streamlining the payroll, the industry has continued to focus on directing the effective implementation of the policy of streamlining the payroll and restructuring the team of cadres, civil servants and public employees according to Resolution 39/NQ-TW of the Politburo; Decree No. 108/2014/ND-CP, Decree No. 113/2018/ND-CP of the Government.

In 2020, the industry compiled and made estimates for streamlining payroll and labor contracts for 48 units and 679 people. Appraised policies and regimes according to Decree 108/ND-CP for 48 units with 653 people, with an amount of 26.3 billion VND. Nghe An continues to be a top province assessed by the Ministry of Home Affairs to have performed well in streamlining payroll.

The Home Affairs sector has also advised on the effective implementation of the Central Committee's policies and resolutions on the arrangement of administrative units at the commune level; hamlets, blocks, and villages. Up to now, the arrangement of administrative units at the commune level; hamlets, blocks, and villages has been completed. After the arrangement, 20 administrative units at the commune level and 2,082 hamlets, blocks, and villages have been reduced.

Advise on the development of a project to allocate the number of positions and allowances for part-time workers at the commune level and in hamlets, blocks and villages in Nghe An province and guide the arrangement, placement and resolution of policies for redundant civil servants, employees and part-time workers at the commune level after the merger.

Administrative reform (AR) in agencies and units continues to be implemented synchronously in all 6 tasks and has achieved some remarkable results. Apply information technology in management and operation. Gradually improve the quality of civil servants and public employees.

There have been many efforts in the field of state management of religion. Based on the assessment of advantages and shortcomings; pointing out objective and subjective causes, entering 2021, the Home Affairs sector proposed 17 key tasks and 8 main solutions.

In particular, focusing all efforts on advising the Provincial Party Committee, People's Council, and Provincial People's Committee to successfully complete the election of deputies to the 15th National Assembly and the election of People's Councils at all levels for the 2021-2026 term; Continuing to focus on advising on effectively implementing the policy of streamlining the payroll and restructuring the team of cadres, civil servants, etc.

In particular, advise the Provincial Party Committee to issue a Resolution to strengthen the leadership of the Provincial Party Committee on administrative reform work. Advise on the development and promulgation of the State Administrative Reform Program for the period 2021-2030, the Administrative Reform Plan for the period 2021-2025; the Administrative Reform Program, the Administrative Reform Propaganda Plan for 2021. At the same time, deploy solutions to direct the improvement of the administrative reform index, and strengthen the inspection of administrative reform.

DETERMINING ADMINISTRATIVE REFORM AS AN IMPORTANT TASK

Speaking at the Conference, Comrade Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee emphasized the severe impact of the Covid-19 pandemic on the socio-economic development of the province. However, thanks to the proactive and flexible management and leadership of the entire political system, the consensus of the people and businesses, the results achieved in all fields are quite positive. Nghe An is among 19 provinces in the country with a growth rate of over 4%.

Assessing the results achieved by the Home Affairs sector in 2020, comrade Le Hong Vinh emphasized that although the streamlining of staff involved a large number of people, it did not affect the psychology and thoughts of cadres and people of all walks of life. Regarding administrative reform, there were many positive changes, especially the success in personnel consulting for Party Congresses at all levels.

However, administrative reform work still has many limitations; some civil servants and public employees have not strictly followed discipline and administrative rules; many contents of advice to the Provincial People's Committee have not met progress requirements...

Entering 2021, according to the Standing Vice Chairman of the Provincial People's Committee, it is forecasted that there will be many difficulties, complications, and unpredictability; besides, many important events of the country and the province will take place. Therefore, the industry needs to prepare well for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Emphasizing that administrative reform is an important task in the coming time, associated with the core tasks of institutions, apparatus organization, public service, civil servants, administrative modernization and public finance, comrade Le Hong Vinh said that these issues need a new approach in setting reform orientation and thinking.

"Administrative reform in the new period needs to take institutional reform as the center; civil service reform and organizational apparatus reform as the key; improving the quality of civil servants as the foundation; administrative modernization and financial reform as the driving force," the Standing Vice Chairman of the Provincial People's Committee emphasized.

In addition, the Department of Home Affairs needs to continue to advise the Provincial People's Committee to effectively implement the Government's Decrees on organizational structure, government building, staff streamlining, civil servant and public employee management, and implementing Resolution 22 of the Provincial People's Council... Strengthening the work of inspection, examination of public service, organizational structure, appointment, salary increase, and rank increase.
