Early allocation of capital to support housing construction for people with revolutionary contributions

(Baonghean.vn)- Nghe An voters propose:The Ministry of Finance shall promptly allocate capital from the central budget for localities to implement housing support for people with revolutionary contributions according to Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister.

Regarding this issue, the Ministry of Finance responded as follows:

Pursuant to Resolution No. 494/NQ-UBTVQH13 dated May 18, 2012 of the National Assembly Standing Committee on the results of monitoring the implementation of policies and laws on people with revolutionary contributions, the Prime Minister issued Decision No. 22/2013/QD-TTg dated April 26, 2013 to support people with revolutionary contributions in housing.

In 2013, the support for people with revolutionary contributions in housing for localities that reported to the National Assembly Standing Committee's monitoring delegation in 2012 was basically completed. In 2014, localities continued to support households eligible for support but only reviewed and reported in 2013.

The number of households with revolutionary contributions in 53 localities (including Nghe An province) reported to the National Assembly Standing Committee's Supervisory Delegation in 2012 was 72,153 households, for which the central budget needed to allocate 2,232.075 billion VND. Up to now, the central budget has allocated 2,232.075 billion VND (allocated budget of 1,866.5 billion VND, advanced central budget of 365.575 billion VND) to support 53 localities, of which the support level for Nghe An province is 32.889 billion VND (targeted supplement from the central budget to the local budget is 27.5 billion VND, advanced from the central budget to the local budget is 5.389 billion VND), ensuring sufficient central budget capital to support local budgets to implement the policy of supporting people with revolutionary contributions in housing according to local data reported to the National Assembly Standing Committee's Supervision Delegation in 2012.

For the 10 localities that have not previously reported to the Monitoring Team, in Document No. 707/LĐTBXH – NCC dated March 3, 2015, the Ministry of Labor, War Invalids and Social Affairs has appraised the Project of 9/10 localities (not including Dak Nong) and proposed to support 9 localities to implement Phase I, which is 7,606 households, according to which the central budget needs to allocate 275,466 billion VND.

Up to now, 63/63 localities have approved and approved additional projects to support people with revolutionary contributions to return home, with 334,738 households. Due to the difficulty in balancing the central budget, the central budget has initially allocated funds to support 79,759 households (72,153 households + 7,606 households) of people with revolutionary contributions in 62 localities (53 localities have reported to the Monitoring Team and 09 localities have just reviewed) according to the direction of Deputy Prime Minister Hoang Trung Hai in Document No. 1346/VPCP-KTN dated March 3, 2014, No. 8614/VPCP-KTN dated October 30, 2014 of the Government Office.

Implementing the opinion of the National Assembly Standing Committee in Resolution No. 939/NQ-UBTVQH13 dated May 18, 2015, the Ministry of Finance submitted to the Prime Minister to allocate 641.5 billion VND from the source of increased revenue and savings from the central budget in 2014 to support people with revolutionary contributions in housing (including 365.575 billion VND to recover advanced capital, 275.466 billion VND to support 09 localities that have not previously reported to the Supervisory Delegation).

Regarding the number of households with meritorious services receiving housing support that increased compared to the number reported to the National Assembly Standing Committee in 2012, it is recommended that the Provincial People's Committee closely review and compare with the data reported to the National Assembly Standing Committee's Supervision Delegation in 2012, and report to the Ministry of Labor, War Invalids and Social Affairs to verify and ensure that support is provided to the right subjects according to Decision No. 22/2013/QD-TTg of the Prime Minister under the direction of Deputy Prime Minister Hoang Trung Hai in Document No. 1346/VPCP-KTN dated March 3, 2014 of the Government Office.
